Job Description:

OFFICE TIMING: 10.00 AM TO 5.00 PM (MON TO SAT)

PURPOSE OF THE JOB:
Provides specialized technical guidance and support in the Maintenance engineering, troubleshooting and failure analysis of a wide range of instrumentation and associated control systems, such as PLCs, DCS, SCADA system etc.  Reviews and participates in the design and development of related projects. Prepares statement of requirements for new projects.  Participates in technical bid evaluation. Provides assistance to development engineering, Operations and studies the performance of major packages. Assesses the reliability of critical control packages and makes recommendations for their enhancement. Studies and recommends ways to enhance their reliability. Participates in the preparation of annual budgets and five-year plans. 
 
Supervision
-Directs and supervises the maintenance activities of assigned personnel in the unit. Performs supervisory functions and exercises financial authority at the level established by Management for the position.
-Provides engineering back-up to Control Maintenance personnel on various maintenance issues to achieve high plant performance and reliability.
-Carries out troubleshooting of plant problems, participates in failure analysis of critical control systems and recommends corrective actions etc.
-Reviews and updates maintenance procedure for control systems and instrumentations.
 
Un-schedule / Schedule Maintenance
-Supervises the implementation of predictive, preventive, corrective, modification and major shutdown maintenance programmes and participates in the preparation of such programmes.
-Establishes requirements for major repairs or replacement of spare parts and provides advice on actions to be taken on arising problems.
-Determines work priorities with other concerned personnel. Includes assessing the economic implications of various maintenance methods and ensuries effective equipment records are kept and updated. 
 
Equipment Availability / Reliability
-Reviews and assesses the reliability of major instrumentation, such as ESD systems, PSA systems, refinery control water systems, gas turbines and steam turbines control packages in GUP and ensures that specified recommendations are followed by site.
-Coordinates with various disciplines in the plant, such as operations, technical services, etc. on instrument/control related issues to ensure high plant reliability and safety.
-Supervises the implementation of predictive, preventive maintenance programmes, supervises the control related jobs in major overall turnaround in Refinery.
-Provides guidance and advice on actions to be taken on chronic problems.
Assists planning section in preparing instrument/control related major turnaround scope of work.
 
Improvement, Modifications, And Modernization of Control Systems
-Reviews and provides technical specifications of existing and new equipment.
-Designs in house engineered works including drawings, specification/data sheets and bill of quantities.
-Raises proposals for adopting new technology to improve control systems.
-Ensures that effective Instrument/package records are kept and updated.
-Ensures effective feed back to Planning Section.
 
Contracts & Projects
-Participates in preparing of the scope of work.
-Supervises the design works of consultants and engineering contractors to ensure that they are in accordance with the scope.
-Approves drawings, specifications and other technical documents for all types of projects incorporating the comments and requirements of the Operating departments.
-Provides technical supervision over the execution of development contracts. 
-Reviews regular reports submitted by contractors, provides overall assessment of their performance and alerts them of arising discrepancies or areas requiring improvement.
-Reviews contractor’s invoices prior to payment.
-Participates effectively in all stages of major projects i.e. SOR preparation, FEED, Equipment selection, spare parts set-up, pre-commissioning & commissioning.
-Develops company standards and guidelines for use in house by the contractors with regard to projects undertaken.
 
Spare Parts
-Reviews spares availability and consumption and prepares necessary management system.
-Reviews and evaluates bidders list and bid documents for contract/purchase orders for instrument equipment such as distribution control system (DCS), programmable logic controller (PLC’s), SCADA, etc. evaluates tenders/bids and recommends selection of equipment.
 
Budget
-Participates in the preparation of preliminary budget estimates for capital and operating requirements for his area.
-Provides justifications for new investment proposals. Assists supervisor in controlling the approved budgets.
-Reviews technical evaluation of bids pertaining to direct budget purchase requisitions.
 
T.Q.M. Proposals
-Reviews all T.Q.M. proposals and comments on their suitability.
-Actively involves in the implementation of TQM Proposals.
 
Departmental Activity Analysis / HSE
-Participates in the preparation of and implements detailed maintenance procedures and practices.
-Ensures that activities are carried out safely and with due regard at all types to hazards, particularly in the plant.  Recommends alternative maintenance frequencies based on past history of breakdowns, equipment performance data or as a result of regular condition monitoring surveys.
-Carries out necessary DAA and HSE requirements in the area.
 
Training
-Assists in preparing training programs for National employees undergoing on the job training by identifying specific training needs.
-Provides training, guidance and counselling to trainees, developees and other subordinates with a clear objective of career development.
 
TYPICAL EXPERIENCE/KNOWLEDGE REQUIRED FOR THE JOB:
-B. E. in Instrumentation or Electronics Engineering.
-Minimum 12 to 15 years experience in the installation, maintenance and troubleshooting of a wide range of instrumentation and microprocessor based advanced control systems in an Refinery, Oil / Gas, Petrochemical industry and/or power generation plant.
-Good knowledge of English.
