Job Purpose:
-Management of the Development of PDP, FEED and EPC Engineering packages for Mega & Global Projects as required
-Ensure PRP (plant readiness program) e.g flawless startup, reliability, operability, maintainability, constructability in the Engineering design.
-Managing Engineering interfaces
-Managing project design safety
-Managing implementation of VIPP
-Managing contractor evaluation / recommendation per project requirement
-Manage Project standards and specification
-Efficiently managing engineering schedule and resources
-Effectively facilitate and conduct Process Safety Design Reviews on projects globally (HAZOP, LOPA, etc...
KEY ACCOUNTABILITIES
-Manage engineering resources requirements for assigned project.
-Ensure engineering systems and procedures appropriate, fit for purpose and successfully utilized across the Project
-Ensure effective coordination between the engineering disciplines through Discipline Leads including intersquad check.
-Provide HSE leadership to the engineering teams.
-Ensure that technical integrity and safety is not being compromised to meet schedules across the project.
-Promote collaboration with other functional groups and stakeholders on engineering matters.
-Identify and implement additional technical peer reviews as necessary to ensure the technical integrity for the location.
-Ensure the appropriate design checks are undertaken and appropriately competent people are conducting checking activities.
-Provide support to project development activities including, bid review, recommendation of contractors.
-Co-ordinate the engineering support for Value Engineering, Constructability and Project Risk Assessment activities.
-Ensure that SABIC’s Technical Assurance Audit procedures are applied to internal and external engineering activities.
-Ensure the engineering productivity and efficiency
-Manage Engineering interfaces between licensors, vendors and contractor.
-Engineering Man-hours estimation and monitoring for project.
-Develop Engineering Schedule and manpower resource planning.
-Resolution of technical engineering issues
-Develop project integration system vis engineering design tools
-Responsible as the Engineering Project Interface
-Ensure all required Technical workshops including and not limited to (HAZOP/SIL, Value Engineering, Technical Assurance Audit, 3D Model, Constructability review, EHSS workshops … etc.) are conducted as required.
-Manage overall engineering man-hours and develop mitigation plans if required.
-Facilitate and conduct Process Safety Design Reviews Session on projects globally (HAZOP, LOPA, etc...
REQUIREMENT
Minimum Qualifications:
-University degree in Engineering
-Business management qualification would be beneficial
Minimum Experience:
-15 years plus experience in petrochemical, oil, gas, refinery, or engineering companies with minimum 10 years in design office managing inter-discipline engineering teams
-Large project experience over 50.000 hrs.
-Multicultural management experience.
-Experience in multiple project phases.
Job Specific Skill
-Working knowledge of engineering disciplines and interface management.
-Strong management skills and demonstrated ability to manage engineering execution of MEGA projects.
-Working Knowledge of various applicable industry standards and regulatory requirements.
-Working Knowledge of man-hour estimation, scheduling, project control and quality practices.
-Working knowledge of engineering contract packages.
-Working Knowledge of interdisciplinary engineering work flow.
-Interdisciplinary knowledge and capability to coordinate multi disciplinary teams.
-Working Knowledge of proposal work that includes the development of designs, work scope splits or interface definition, establishment of deliverables, IT application usage and man-hour estimates.
-Working Knowledge of design monitoring including design safety, constructability, ergonomics and staged design review process i.e. 30%; 60%; 90% model reviews.
-Working Knowledge of Development and Training needs identification for technical team.
-Expertise in conducting Process Safety Design Reviews (HAZOP, LOPA, etc...)
Competencies:
-Analytical thinking.
-Good interdisciplinary knowledge and capability to coordinate with multi disciplinary problems in SABIC's projects.
-Ability to develop good interrelation, and willingness to teach.
-Excellent written and verbal communication skills in English Language.
-Proficiency in Microsoft Office products.
-The ability to prepare and deliver presentations to PMT and contractors
-Ability to develop read understand and interrogate project plans
-Large experience in conduction Process Safety Reviews
