Job Description:
OFFICE TIMING: 10.00 AM TO 5.00 PM (MON TO SAT)

Qualifications / Knowledge / Skills / Experience
-Minimum B.Sc. Degree in Mechanical Engineering or equivalent. Relevant training in
Mechanical / Electrical / Electronics, Instrumentation and Controls Systems.
-Working knowledge of personal computers. Knowledge of Inventory Control and Project Management desirable. Good communication skills in English language (spoken & written). Good communication skills in Arabic Desirable.
-Minimum 15 years post qualification experience in operation and maintenance of water supply systems including, booster pumps, and associated equipment. The experience should include at least 7 years in a senior supervisory capacity with overall operation and maintenance responsibility of the plant equipment including mechanical, electrical, instrumentation and control etc. Knowledge of relevant codes and standards like API, OSHA, ANSI, ISO, ASTM, TEMA, BASEFA, EEMUA etc. along with design/ selection / sizing of equipment is essential. Experience in Operations & Maintenance of a large water network is an additional qualification

Primary Purpose of the Job
-Responsible for producing, reviewing and implementing the objectives/targets for the Water Network Section by devising suitable strategies and business plans for achieving the same.
-Fully responsible for overall smooth, safe and trouble free supply of potable, fire and distilled water operations of all assets under Dukhan Water Network such as import & distribution pipeline network, storage systems, pumping stations and SCADA Network etc.
-Ensures high level of availability and reliability of plant equipment by planning and executing routine works, major shutdowns, carrying out modifications for system improvements, capacity enhancement and introduction of new technologies.
-Ensures that the potable water quality complies with the regulations set by Ministry of Environment, Qatar and other International Organisations.
-The position requires a thorough understanding of processes involved in operation, maintenance and troubleshooting of potable & fire water storage and distribution facilities and diesel engine operated/electric pumps.
-Monitors & Controls the operations of receiving, storing, distribution of potable water from Dukhan Desalination Plant (DDP) and KAHRAMAA, storing & distribution to all consumers all over Dukhan Fields including Dukhan Township. Reviews daily supply & consumption ensuring adequate water storage exists to meet fluctuations in demand. Controls the supply of distilled water.
-Ensures that the water quality meets the standards of QP, Qatari Ministry of Environment and other International Organisations such as World Health Organization (WHO). 
-Advises DDP and KAHRAMAA where adverse trends exist and recommends remedial action to bring the product water quality to the required specifications. Supervises the Water quality checks carried out by subordinates.
-Formulates an overall program of work, in conjunction with Maintenance Division, to coordinate resources and ensure their effective deployment to minimize plant downtime.
-Monitors and Controls the Operation of Preventive/Corrective Maintenance and Inspection of all assets of Potable & Fire Water Systems belonging to DWNS such as Storage Tanks, Supply & Distribution Pipelines, Pumping Stations, SCADA Network and other equipment. Checks their operability and maintainability status and ensures the reliability & availability at all times to cater with emergency situations. Inspects and ensures work completed by sub-ordinates and Contractors for conformity to statutory and QP regulations. Resolves problems arising from such work.
-Performs supervisory duties and exercises financial, contractual and administrative authority at the level established by management for the position. Coordinates activities of DDP, KAHRAMAA and QP departments for smooth functioning of the Network. Administers daily activities of staff as necessary and promoting their welfare & boosting their morale for efficient functioning of DWNS.
-Reviews overall working methods and standards, develops and recommends new techniques to improve the overall efficiency & safety, improvement in manpower and other resources utilization and establishes performance measuring indices. Periodically compares the
Network's performance against these set standards and reports to Management.
-Prepares Annual budgets to meet the requirement for the smooth operation of the Water Network System, which would include the following: Routine Operational budget
Project proposal for major modifications. Plant Change Request & Request for Engineering Support. Upgrade of technology/phasing out of obsolete equipment.
-Works out the cost of water and handles confidential matters pertaining to water tariff & supply for different consumers like QP Contractors, Private Contractors, and Government Departments.
-Prepares statement of requirement (SOR) for the major Up-grade / expansion / revamping / reengineering of the network and creates PIN, Project Proposals, RFES, Release Orders, and
Service Entry Sheets etc.
-Reviews design documents and drawings, approves Work Notifications, updates the progress by using SAP, ASSAI, CMS, EDMS etc., as appropriate.
-Undertakes to attend any special studies, assignments as necessary to assist Division Head / Department Head. Compiles and assists in the preparation of Planning Options, 5-Year Plans,
Integrated Plans, and Corporate Plans etc. for review and approval by Department Head.
Acts as Asst. Manager Utilities during his leave/ absence, as Standby Senior Duty Officer when necessary and acts as Permit Authority in implementation of Permit to Work (PTW) system.
