ASIAPOWER OFFICE TIMING: 10.00 AM TO 6.30 PM (MONDAY TO SATURDAY)
Job Purpose:
Conduct first line supervision of process operations, operating assets and equipment of the assigned units, in accordance with established procedures, instructions, and best practices to ensure safe and efficient operation, asset integrity and wellbeing of personnel working within the units.
Key Result Areas:
-Monitor unit operations and initiate adjustments to unit parameters to meet product specifications and production targets. Ensure assigned units are operated as to minimize mass and energy loss and avoid product degradation.
-Monitor process equipment in the field and key process variables via DCS out-station. Provide direction to Control Operators and Outside Operators to maintain safe operating limits, critical process variables and equipment integrity.
-Ensure Outside Operator routine surveillance, inspections & duties are carried out in compliance with departmental requirements and inform the Shift Supervisor of operational concerns and key process changes.
-Prepare and prioritize work requests to address equipment defects to maximize availability of operating assets, protection devices, safety systems and emergency / fire-fighting equipment.
-Approve Safe Work Permits and certificates for Low Risk work and issue permits for High Risk maintenance activities as directed by Shift Supervisor / Operations Specialist.
-Direct and assist Outside Operators in preparation of equipment for maintenance work. Review and approve (or revise) Job Safety Analysis (JSA) or Risk Assessed Method Statement (RAMS) as appropriate. Stipulate necessary safety precautions / requirements and verify proper isolation, lock-out / tag-out and decommissioning of equipment before hand-over. Conduct periodic reviews of ongoing maintenance activities to enforce safe work permit conditions and ensure compliance with safe work practices and procedures.
-Direct major equipment testing and recommissioning upon completion of work to ensure compliance with established operating procedures and safe work practices. Actively participate in Operational Readiness Reviews (ORR) and Pre-Start-up Safety Reviews (PSSR).
-Coordinate operations of all assigned units during abnormal circumstances and exercise situational control during special operations or critical operating conditions (such as start-up, shutdown and emergency situations).
-Chair monthly First Stage Safety Meetings and prepare reports to improve safety awareness and compliance. Champion safe work practices and procedure adherence through "Leading by
Example" and enforCing HSE policies, PSM regulations, best operating practices, procedures and standards. Promote a positive health, safety and environmental culture within the shift team by conducting toolbox talks, setting expectations, conducting on-shift awareness & training sessions. Participate in and assess team response during mock exercises and drills.
Knowledge Skills and Experience:
-Minimum Diploma in Chemical/Mechanical Engineering or equivalent.
-Minimum 10 years of experience in process operations including minimum of 4 years on specific process unit technologies within the designated area.
-A detailed knowledge of process equipment and operating practices related to refinery operations, emergency response, shutdown and start-up activities, Emergency Shutdown (ESD) and Safety Instrumented (SIS) systems, Process Safety Management (PSM), alarm management and maintenance practices.
-Thorough knowledge of Distributed Control System (DCS) and Advanced Process Control (APC) applications, Programmable Logic Controllers (PLC's) and Emergency Shutdown (ESD) systems.
-Must have demonstrated competency to operate a refinery control panel through previous experience.
-Proven supervisory experience and organizational capabilities and be able to issue clear, concise instructions during abnormal situations or emergencies.
-Excellent oral and written communication and computer skills with good command of spoken and written English. Capable of delivering clear instructions in the Daily Order Book, Unit Turnover and other technical correspondence necessary to perform job function.
