Scope of Responsibilities
Manage, lead, direct, monitor and supervise a professional procurement team in the process of Procurement, Expediting and Purchase order administration for projects as well as assist in the procurement and estimation for proposal preparation.
Primary Duties
-Plan, organize, direct, control and evaluate Procurement & Expediting activities. Management of all aspects of the procurement cycle including technical, procurement and contractual as and when required.
-Develop well-organized and defined policies and procedures for identification and proper implementation of procurement under different contracts, procurement for JV partners, field contractors, and variation orders. Develop Check Lists, Particular Terms and Conditions, formats for commercial bid tabulations and price Schedules for each inquiry.
-Identify areas for cost control and reduction throughout all functions of the procurement curve.
-Assist in the development of Policies and Procedures. Ensure that Procurement Policies and Procedures are effectively implemented and adhered to within the Project. Ensure that procurement processes comply with industry standards and, where there are deviations, these are adequately substantiated. Refine, enhance and streamline current Procurement policies. Implement Control policies and procedures to safeguard company interests and minimize malpractice.
-Identify potential vendors and sourcing new vendors to suit the optimum geographical location of projects.
-Monitor and communicate team goals and achievement of goals on a regular basis; keep the purpose, goals and approach relevant and meaningful. Administer the system of team measures; track all measurement data; provide feedback to team members and Management on overall performance.
-Negotiate procurement orders while maximizing the price/quality/delivery link.
-Ensure sufficient cash flow is available with vendors to pay their sub-vendors, and ensure that employees and sub-vendors can be paid in accordance with relevant deadlines.
-Review and process claims and regularize via Change Orders or other relevant agreements.
-Interview, hire and oversee training of staff.
-Implement health and safety procedures.
-Assist in the development of project procurement plan and other associated documentation required as part of project execution plan.
-Develop project specific Terms & Conditions in consultation with Contracts section.
-Perform miscellaneous job-related duties as assigned by Procurement Director.
Minimum Requirements
-Graduate degree in Engineering or equivalent preparation for purchasing and a minimum of 20 years of relevant experience preferably with EPC, Oil and Gas Industry.
-Familiar with oil and gas industry processing equipment and associated vendors and fabricators.
-Familiar with requirements of contract and sub-contract work and related negotiations.
-Familiar with the requisition, inquiry process, bid evaluation, purchase order, expediting, inspection, and insurance requirements.
-Strong organization and verbal & written communication skills.
