Educational and Technical Qualifications/ Certifications:
Bachelor's degree or equivalent in Electrical Engineering, post-graduate degree preferred.
Years and Nature of Experience:
More than 10 years of relevant experience in a similar industry of which minimum 4 years of supervisory experience preferably in Extra High Voltage (EHV) and power transmission projects related to SCADA – Telecom
JOB PURPOSE
The role holder is responsible to provide technical, commercial, legal and financial advice to Head of Design Engineering related to substation projects design in Kahramaa’s Supervisory Control and Data Acquisition (SCADA) system, by performing activities including handling technical issues related to the design, supervising the design, participating in the tendering and contracting processes and providing technical expertise to all external consultants when required, in compliance with all established standards and international practices.
KEY RESPONSIBILITIES
Core Responsibilities:
-Assists the Head of Design Engineering in the articulation of plans for the design of substations in Kahramaa’s SCADA systems, in line with approved parameters like cost, timelines, functionality and quality
-Reviews existing processes related to substation design and provides technical expertise to modify the system, in order to optimize the design
-Reviews current standard substation technical specifications and participates in updating them, as and when necessary
-Supervises subordinates in the development of an optimized substation design for all electricity projects, compliant with safety codes through comprehensive development and review of project documents such as terms of reference (TOR), bill of quantities, commercial and contractual terms, budgeting, costing and basic project design
-Participates in the initiatives of the section aimed at improving the design process and/or reducing costs without impacting quality standards
-Reviews substation designs, plans and drawings, prior to handover to respective departments and highlight any discrepancies, in order to ensure an optimal and error-free project design
-Participates in various phases of tendering process including evaluation of tenders from an substation design point of view, negotiating with consultants and awarding of contracts, when required
-Reviews all relevant technical reports forwarded by subordinates, related to substation design engineering, in a timely manner, as applicable to the role
-Visits sites and performs inspection of work undertaken by the consultants, in order to ensure that all documented scope of worked is carried out and all safety procedures are adhered to, as and when required
-Carries out and ensures the compliance of all activities within the Design Engineering Section are in-line with Kahramaa health and safety regulations
-Works in cooperation with Quality Assurance and Continual Improvement department on securing and maintaining the ISO 9002 certification
People Management Responsibilites:
-Defines goals and key performance indicators for each member of the team
-Develops talent within the team by providing guidance and support to achieve the targets
-Ensures objective periodic administration of the performance appraisal process, complemented by on-going coaching and training
-Follows HR policies and procedures for all people management aspects
Contributes to the development of Qatarization trainee programs and support the implementation of the same
