ASHGHAL is the Public Works Authority in the State of Qatar and is responsible for the Planning and Construction of the entire Infrastructure of the Country. As a part of our organization we currently seek to recruit the following ambitious and suitably qualified personnel with experienced / expertise in Sewerage & Waste Water Treatment Projects / Plants
Job Description:
OFFICE TIMING: 10.00 AM TO 5.00 PM (MON TO SAT)

BASIC FUNCTION
-To perform an independent appraisal of Project, Operational, Management and  Information and Communication Technology activities within the PWA Legal Entity and assigned PWA Function in order to ensure the reliability and integrity of the management information produced within the various organizations for management.
-To perform independent appraisals and evaluation of the adequacy and effectiveness of PWA Policies, Procedures and Guidelines related to project (such as but not limited to PMC, Procurement, Contract administration, etc) and determine whether the organizational units are performing in compliance with PWA Policies, Procedures and Guidelines and in a manner consistent with both PWA objectives and high standards of administrative practice.
-To perform independent appraisals and evaluations of the adequacy and reliability of the controls over those activities related to projects and determine whether the organizational units are performing their planning, accounting, reporting and custodial or control activities in compliance with PWA policies and procedures and in a manner consistent with both Company objectives and high standards of administrative practice.
-To review operating practices and controls related to projects in order to evaluate the efficiency with which resources are employed and to identify profit and/or cost-effective improvements.
-To ascertain the effectiveness with which the assets are accounted for and are safeguarded from losses of all kinds.
-To evaluate the effectiveness of specific management processes, related to projects such as, planning, budgeting, systems development, or other processes which may cross organizational and functional lines.
-To ensure conformance with professional standards, plans, budgets and schedules.

WORK PERFORMED
-Directs and supervises the activities of assigned personnel Performs supervisory functions at the Project Audit Expert level as established by IAD Management.
-Identifies those activities subject to audit coverage, evaluates their significance and assesses the degree of risk inherent in the activity.
-Prepare she annual and long term audit plans ensuring adequate coverage of all  proect activities, and related management and operating systems, management practices, the adequacy, accuracy and timeliness of reports, procedures and control activities including the evaluation of the applicability and effectiveness of company policies and procedures and the degree of compliance therewith, within the assigned area of responsibility.
-Reviews operating practices and controls with regard to projects in order to evaluate the efficiency with which resources are employed and to identify profit and/or cost-effective improvements.
-Evaluates the effectiveness of specific management processes related to projects e.g. planning, budgeting, systems development and others which cross organizational and functional lines.
-Schedules projects and staff assignments so as to comply with Management’s needs, within the scope of the overall program. Reviews and approves the objective, scope and audit approach for each audit.
-Approves the audit programs prepared by audit staff in consultation with Project Audit Section Head and the Internal Auditing Advisor.
-Directs each audit to ensure that professional standards are maintained.
-Counsels and guides auditors and assigned technical experts to ensure that the approved audit objectives are met and that adequate coverage is achieved in order to support conclusions and recommendations.
-Reviews and edits audit reports with auditor in charge and discusses the reports with appropriate management.
-Identifies factors causing deficient conditions and recommends courses of action to improve conditions including the possible requirement for special surveys and additional audits.
-Performs research on management and operating systems, procedures and controls and audit techniques; develops implements and maintains financial and audit standards and develops manuals and training guides.
-Performs project audits including close-out audits on major projects and contracts associated therewith.
-Reviews and comments on proposed policies and procedures related to assigned area of responsibility.
-Performs special reviews as directed.

MINIMUM REQUIREMENTS
-University Degree, preferably with a Major in Accounting or Engineering and Professional Accounting Qualification; ACA, ACCA, CPA, CIA or equivalent (Master Degree).
-Minimum 18 years relevant experience preferably in the Project or related industries.
-High level of proficiency in English; working knowledge of Arabic is preferable.
