Job Description:
OFFICE TIMING: 10.00 AM TO 5.00 PM (MON TO SAT)

REFINING OPERATIONS DEPARTMENT

Primary Purpose of Job:
-Shift Supervisor directs and controls the operations of the Condensate Refinery on 24 hrs basis (Unit – 61, 62, 63, 64, 65) with an objective to strive for the highest possible production while minimizing the potential for occupational accidents.
-Assumes overall responsibility for the safe and efficient operation. Responsible for all activities of operations which includes which includes checking of plant equipment, adjustment in operating parameters and quality control of products. Guides the team during critical activities like plant start-up, shutdown and emergencies. Coordinates and follow up on all maintenance activities.

Co-ordination:
Supervise and co-ordinate the activities of all Condensate Refinery Operations, Maintenance, Laboratory and Safety & Fire personnel within his assigned operating areas on rotating shift basis. Performs supervisory functions at the level established by Management for the position.

Responsibilities:
Execute strategies, implement instructions, expedite jobs, ensure plant runs smoothly, efficiently, safely and profitably to meet company’s long term goals.

Planning and Execution:
Shift Supervisor draws a plan and techniques to achieve the shift targets. Prioritize goals and evaluate the ability to attain each goal. He provides assistance to execute immediate and specific task.

Managing Human Resources:
Leads a team of operating personnel. Ensures all operating personnel of his shift crew are available. Utilizes available resources to reduce overtime generation. Prepares time sheets and unplanned overtime. Justifies overtime. Review the leave application of the subordinate based on the leave plan and forward to lead supervisor for approval. Arranges suitable coverage should absenteeism occur.

Shift Handover:
Takes over shift from off going Shift Supervisor with details of any operational irregularities or changes made during previous shift.
-Hands over shift with completed supervisor logbook in an orderly and effective manner to incoming Shift Supervisor highlighting what has changed, what has been done and what needs to be followed up on.

Routine tasks:
Reads all logs and instructions from previous shift and all future requirements with respect to production planning. Make use of powerful tools like RIS and LIMS to ensure conformity and to issue work permits. Meet with shift controller, other area shift supervisors and panel operators to identify concerns. Meet with field personnel to ensure all identified concerns form the field are addressed, explain maintenance requirements for the day and what is expected of them. Identify their needs and show empathy to their requirements. Follow-up on maintenance activities and corrective actions for off-spec analysis.

Discuss problems with technical support. Meet with Maintenance planning department to highlight areas of concern and priority. Identify requirement of chemical stocks and other operating tools.

Implementation of Instructions:
Ensures that daily Orders / instructions from Asst. Manager, Senior Supervisor and Shift controllers are understood by all concerned, before being implemented and followed. Any divergence from the instructions is written down in the shift log with clear reasons.

Handling “Emergency Situations”
Shift Supervisor is in-charge of his section in the shifts. He is responsible for handling all types of emergencies of his section which may include tripping of an equipment, gas or hydrocarbon leak, fire and natural calamities (like earthquake typhoons, high wind etc.) He is accountable for making an appropriate and prompt decisions to save the corporation assets, “associates employees & neighbouring residents lives” and ensuring on spec-production all the time.

Maintaining on-spec production as per plan is of extreme importance as QP-refinery is the only the source to meet local demand in Qatar. Any fallout from the annual plans will have an adverse effect on corporation’s profits and Qatar economy.

Daily Shift Meeting:
Attends daily shift meeting headed by shift controller. Put forward all the concerns related to safety, process and maintenance. Request for support required for urgent and must do jobs. Based on the current status criticality priorities are revaluated.

Daily Reports Preparation:
Daily / Summary reports are prepared and highlights of the day are mentioned. These are routed to Senior supervisor / Section head. Other reports are developed on need basis as a means by which to share the information / lessons leamed with all concerned disciplines.

For any incident, fire, injury or accident (including motor vehicle) that happens during the shift, online safety incident reports are prepared and are forwarded to the shift controller for further processing.

Analysis & Troubleshooting:
Main objective is to keep assigned units running at optimum parameters based on the production planning advice. Takes predictive actions to avoid unit tripping / shutdown. Identifies day to day problems and help find solutions. Uses analytical trouble shooting skills to quickly and accurately pinpoint the source of the problem, in order to minimize the negative consequences.

Process Control Review:
Reviews operating data, trends, monitors general operational and maintenance activities, on a daily basis to pre-empt problems and to identify deviations before they have a negative impact on products they have a negative impact on products or equivalent. Corrective action is initiated to maintain the units at optimum level.

Lab information management system (LIMS):
Reviews laboratory results to ensure that products meet specifications. Directs for process adjustments in case off-spec analysis. After corrective actions, check sample requests are made for critical off-spec stream. Arrange for non-routine samples.

Advance Process Control implementation:
Co-ordinates implementation of APC Strategies. Ensure lab update is done on daily basis and informs the APC section if any problem is observed.

Create SAP malfunction notification:
Initiates maintenance request / malfunction notifications for all routine, non-routine and emergency repairs. Monitors the progress of the maintenance work carried out on operating, shutdown and start-up units.

Permits management and Approval:
Ensures that systems to be handed to over to maintenance have been correctly prepared for the work to be carries out safely and efficiently with no ill effect to the environment, personnel or equipment. He ensures that every precaution necessary has been taken to minimize risk, in any task should that risk arise he has stipulated all the necessary damage control systems required to be in place to reduce the consequences of such an incident or accident occurring.

Training and Team building:
Assist in training of Operators and Developees to safely and efficiently perform their work assignments and implement / prepares specific on-the-job training programme as per QP policy with special emphasis on Qatari Development.

Guides operators / Panels operators during unit cross training with an aim of developing superior workforce.

Recognition and Appraisals:
Develops and maintains performance documentation of his team members. Recommends the team member for Mabrouk award for exceptional work. On yearly basis, evaluates Operators, General Operators, Panel Operators and Senior Panel Operators his team. Highlights the good work done and recommends additional training for improving the skills and team building. Sets objectives for the coming year and follows up during the years to ensure that the individual is in line to meet those objectives.

Preparation of operating procedures:
Develops operating procedures for normal operation, start-up, shutdown, commissioning, emergency situations and testing of new process / equipment. Reviews operating manuals and procedures on regular basis to ensure they still apply to the current mode of operation and local law.

Adherence to Safety and Fire Regulation:
Ensures compliance by subordinate personnel with all safety and fire regulations, including the use the of personnel protective equipment. Ensures adherence to the Refinery Safety Procedures during normal and emergency situations. Carries out weekly testing of the fire and emergency situations. Environmental Hazards & Compliance:
Ensures that “Slopping, Flaring and draining of Hydrocarbons to open sewer” are minimized. Guides Panel Operator to adjust parameters in order to achieve the target, this increasing the product yields and minimizing environmental hazards.

Informs shift controller if slopping / flaring continues. Ensures compliance of Qatar Environmental Law in the assigned areas. Addresses and assists in resolving issues having environmental impacts with assistance from relevant departments.

Housekeeping:
Ensures that good housekeeping and job site clean up is practices throughout the operating area. Generates and discusses accident, incident and near miss reports with Lead Supervisor / Section Head and subordinates in order to stimulate housekeeping.

Unit / Facilities assessments:
Conducts daily inspection tours of operating units / facilities in his assigned area to ensure smooth running of rotating equipments and to ensure that all auxiliary rotating and stationary equipment are available in good operating conditions. Ensures the safe custody of all Company assets under his responsibility.

IMS Audits:
Participates in the safety audit, ISO and Permit audit programs and takes corrective action based on the audit report. Emphasizes on continuous improvement, quality and high performance.

Catalyst Change out Activity:
Supervises Contractor’s personnel during Catalyst Unloading / Loading Activities. Co-ordinates with other Departments for related jobs. Arrange permits and ensures Safety and Environment issues are within acceptable limits during Catalyst Unloading and Loading Activities.

Knowledge, Skills & Experience:
-Degree in Chemical Engineering or equivalent.
-Minimum 8 years of operating experience in Refinery with 3 years of experience in supervisory level.
-High degree of oral and written English.
-Able to generate reports and use customized software.
-Strong leadership skills, quick troubleshooting skills, decisiveness, sharp analytical and computer skills.
-Ability to interact and coordinate positively within & other departments in a direct and professional manner.
