MAIN PURPOSE OF JOB
To provide operational support for contract administration functions at project locations and to supervise and administer the application of Project Controls approved technical standards, guidelines and procedures for preparing budgets and forecasts and related cost engineering and planning/scheduling functions.
JOB OBJECTIVES
-To monitor and review all aspects of Project Controls functions on projects to ensure that the quality of the cost engineering, planning/scheduling and contract administration effort is in accordance with the established company procedures and expectations.
-To supervise senior personnel and project teams in the preparation and presentation of cost and schedule forecasts and any other special project performance/status reviews as required.
-To provide technical guidance, training and staffing support in cost engineering and planning/scheduling functions in all projects within a specified country area.
-To work with assigned country operations management to prepare consolidated reports and address any specific problems or concerns related to individual projects and/or Project Controls staff functions.
-To work with senior engineers to coordinate workload and staffing requirements.
-To provide direct input to proposals, client presentations and contract negotiations.
-To undertake performance evaluations and career counseling for assigned personnel including recruitment, selection and termination recommendations.
EDUCATION, SKILLS AND EXPERIENCE
Essential:
-A Bachelor’s Degree in Civil Engineering
-18 years of experience in project controls for contracting industry operations especially O&G, pipeline, industrial, commercial projects
-Thorough knowledge of and demonstrated experience in all aspects of cost engineering, planning and scheduling, budgeting and cost related services to support project activities
-Skilled in developing and implementing cost and schedule control systems, techniques and procedures
-Technical and practical comprehension of engineering, procurement and construction functions and general business techniques
-Knowledgeable of current industry and technical developments
-Skilled in oral and written communication with demonstrated skill to present project status information to management and client
-Demonstrated skill in management, supervisory and personnel administrative functions
-Proven track record with recognized international standard companies, particularly in Middle East operations and projects
-Excellent interpersonal and communication skills with excellent command of English
-Capability to accept responsibilities and accomplish project objectives in a timely manner
-Managerial/Supervision level experience in the field of project controls
-Computer Skills especially with Planning Software and Microsoft Office (Word, Excel, PowerPoint and Access)
