Primary Purpose of the Job
-To provide, with full responsibility and accountability, a professional technical service to the Corporation for Oil & Gas Processing Major Projects in all areas of Safety & Loss Prevention Engineering, during Concept Optimisation & Feasibility Studies; Front End Engineering Design; and Detailed Design in EPIC Execution stage. ensuring that designs are safe. Cost effective and in compliance with the latest Codes, Standards, National and Corporate requirements and procedures.
-To provide expert design safety guidance to the peer discipline engineers during all phases of design, start-up, trouble shooting plant operations & performance evaluations.
-Works as a part of an expert engineering team to ensure that the facilities design engineering, procurement & commissioning 'works are in compliance with the specified design safety requirements and meets the of Corporate Safety objectives.
-Coordinates with fellow Loss Prevention Engineers, Environment Engineers and Process
Engineers to ensure design, safety and environment philosophies of QP are implemented in Major projects in a systematic way.
-Liaises with Project Engineers, other Discipline Engineers and End Users in order to develop cost effective, safe and fit-for-purpose design solutions meeting corporate requirements.
-Contributes toward updating Safety & Loss Prevention Engineering, Specifications and Philosophies.
Principal Accountabilities
-Responsible for safety in all disciplines design development for the Project assigned to him within QP major Projects Department. Coordinates with various Sr. Loss Prevention Engineers of the Major Projects under the guidance of Lead Process Engineer and ensures that Safety & Loss Prevention Design developments are cost effective, using latest technology and delivered in a timely manner consistent with Project requirements.
-Responsible for the assigned area of expertise and works closely with the Lead Process Engineer in Loss Prevention specialty knowledge base development.
-Undertakes Independent Safety Studies for existing facilities revamp/upgrade as necessary.
-Prepares input for Statement of Requirements (SOR), Project Initiation Notes for Safety
Improvement Projects when necessary.
-Provides necessary Design Safety and Loss Prevention technical input for the Project Execution Strategy.
-Coordinates with the asset holders in assessing & refining their design & operational safety needs for new and upgrade projects and examines for appropriate inclusion in the tender.
-Provides input to Project Design Basis, Philosophies and Scope of Work for tender, selects essential standards for use, Project safety policy, specifications, technical risks, facility safeguarding, safety and health requirements and infrastructure requirement.
Prepares man-hour assessment for discipline level requirements for the work
-Participates in assessing the technical capabilities of Consultants, Contractors and vendors. Participates in the technical bid evaluation and coordinates the design safety & loss prevention and Construction Safety aspects of the technical bids.
-Undertakes Safety & Loss Prevention Engineering documents reviews on the consultant / contractor's design and coordinates the design review within the project
team and inter-departmental level within the frame work of contract scope of work.
Reviews/approves Loss Prevention specifications and drawings, submitted by
Contractors and Consulting Engineers, for projects and ensures fitness for purpose and technical quality, in terms of providing safe/environmentally acceptable facilities.
-Undertakes in-house FEED design work for Loss Prevention discipline, when necessary for the existing QP Oil & Gas facilities upgrade and arrives at compatible solutions.
-Undertakes design safety studies e.g., dispersion studies / blast over pressure studies in computer using standard software packages. Prepares Loss Prevention data sheets for equipment and instruments.
-Coordinates and leads HAZOP (Hazard and Operability), HAZAN (Hazard Analysis) and HAZID (Hazard Identification) review teams. When necessary acts as chairman for such reviews in other projects.
-Undertakes QRA (Quantitative Risk Assessment) work and reviews consultants QRA reports to offer objective oriented risk assessment to Project.
-Undertakes FRA (Fire Risk Assessment) work and reviews consultants FRA reports to ensure fire risks are minimised.
-Visits work sites to establish existing conditions. Reviews applicability of existing drawings, Standards and Specifications and recommends appropriate changes. Where appropriate, carries out basic surveying work sufficient to meet the design needs or prepares of a scope of work for a third party to carry out the survey. Contributes to the development of cost estimates.
-Provides technical support to Projects on design safety matters during detailed engineering. procurement, fabrication, testing, installation and commissioning stages of projects, which often involves site visits.
-Reviews and comments on pre-commissioning, commissioning and start-up procedures and Operating and Maintenance manuals, appropriate to his functional area of work.
-Participates as an active member of Project Commissioning Team and troubleshoots as applicable to functional discipline.
-Contributes to the updating of discipline Engineering Standards, Specifications, and Corporate Philosophies.
-Appropriate to his background, he participates in the training and development of Qatari Engineers.
-Keeps abreast of current technology in the field of Safety and Loss Prevention, by reading various trade journals, publications, by meeting vendor representatives and attending trade functions.
-Participates in technology development reviews to disseminate latest relevant technologies and technical reviews, at key stages of Project execution and of Project definition, if necessary.
-Supports Projects with advice on safety matters during construction including construction safety and construction of temporary facilities. Attends progress meetings, if required.
-Inspects Contractor, Consulting Engineer and Vendor premises and witnesses
Factory/Site Acceptance Tests, as required.
-Participates as a member of Health, Safety and Environmental review Team and coordinates project safety audits.
Knowledge, Skills & Experience
-B.SC. in Chemical Engineering graduate of an internationally recognized University, preferably corporate membership with a recognized Chartered or other Professional Institution.
-A minimum of 15 years of Oil & Gas Industry experience with an international
consultancy company, EPIC contractor or end user in the field of Design Safety and Loss Prevention engineering or Oil & Gas processing facilities.
-Experience shall include Concept optimization studies; FEED & Detailed engineering
development and handling of various safety equipment packages encountered in the Oil
& Gas Industry. .
-The candidate shall be fully familiar, with hands on capability, on various design safety
software's and industry codes & standards.
-Essential experience skills shall also include capability to undertake various design
Safety & loss Prevention engineering studies e.g., HAZOP; HAZID; PHSER, FRA, QRA & SIL.
-Coordination capability with various discipline engineers to achieve the safety objectives of the Project is essential. Experience in Construction Safety and Unit
Operations Safety o[Oil & Gas processing facilities shall be necessary.
-The candidate shall be fully familiar and up to date in all aspects of Safety in Process
Design including Hazard quantification, Explosion & Dispersion models.
-The candidate shall be fully familiar with all aspects of HSE plans and management of such HSE plans as applicable to large Hydro-carbon processing projects.
-Knowledge on disaster management techniques will be advantageous.
-Additional preferable le skills shall include preparation of scope of work for tender and bid evaluation.
-The candidate should have worked for a minimum of % years as a Senior Loss
Prevention Engineer in a design environment with an Engineering Design Consultant or EPIC Contractor or holding a similar position.
-Proficiency level in the use of the English language, which must approach native speaker standard. Extensive knowledge of contract law and wide ranging experience of
managing contractual disputes and arbitration issues.
-Work experience in the Arabian Gulf Countries is desirable.
