Job Description:
Job Purpose:
This position would play a key technical role, with a primary function to assess and manage RasGas subsea and pipeline systems integrity, ultimately responsible for safeguarding vital RasGas Pipelines and assures safe and reliable operation That will maintain subsea and pipeline system integrity and ensure continued availability with no unplanned outages. This position will be in charge of development, coordination and implementation of Pipelines integrity management programs FIMS/ PIMS, developing guidelines, oversees implementations of quality management system and develop and execute training and development programs for trainees and will need to liaise with other technical specialists and team leaders for enhancing the performance and comply with the taget KPIs.

Key Result Areas:

The PIMS/  FIMS programs includes Management of pipelines and pipeline facilities risk based inspection & monitoring activities , Management of the execution and evaluation of pipeline fitness for purpose assessments, and any Repair efforts , coordination of integration of ILI data with drawings and project documentation, working with inspection , data management and marine survey teams on Data Integration efforts , Liaise closely with Operations and other associated teams to coordinate and execute integrity management activities . 

The Pipelines Integrity Advisor has the responsibilities to 
-Provide technical leadership and advanced expert level advise for the development of the Pipeline Integrity Program and Stewardship the implementations plans, being the appointed owner of the Pipeline Integrity Manual. 
-Provide, as a Subject Matter Expert, an advanced expert level (technical authority). assessment and technical advice  in the areas of: Pipelines Operational risk evaluation , management and control; Pipelines Integrity, inspection and QA/C  management ;Engineering and stress analysis of  O&G equipment; Advanced specialized engineering software and applications utilization; Failure assessment (RCFA) and fitness-for-service evaluations
-Develop and Coordinate the five-year and longer-term detailed implementation plans. 
-Monitor, evaluate, report, track, and communicate the status/ results and potential integrity issues regarding the program and its requirements. 
-Formulate and manage the technical scope of the inspection and survey programs.
-Evaluate smart pigging findings, ROV surveys and NDT inspection results and Perform fitness for purpose studies . Update equipment certification as required by regulatory requirements. 
-Develop and organize technical training. Train personnel for program activities.
-Manage and conduct measurement and verification activities, including the collection of key performance indicators (KPIs), and report these results.
-Maintain the Key Equipment Issues List and assure Identification of non-conformances.
-Providing technical leadership for the development of maintenance and repair plans. 
-Lead and assure the Quality of integrity risk assessments. Participates in incident investigations. Analyze and draw conclusions from incident, near miss information, KEI , RA, and RCFAs etc. Performs Management of Change reviews. 
-Perform necessary studies to support the development and/or understanding of new subsea and Pipelines inspection / integrity assessment   or repair technologies and Up to date best practice reliability tools and techniques. Assist in and Prepare procedures for technology transfer .
-Conduct reviews of assurance activities. Identify and lead the implementation of process safety and assurance initiatives. Perform internal and participate in external assessments. 
-Lead failure assessments and RCFAs, Participate in design and SHE reviews (HAZOPs, HAZIDs, risk assessments) and verify related risk and reliability issues are closed out.
-Support all data integrity and improvement efforts.
-Provides coaching and technical support to the entire company on Process Safety Roles, Initiatives, and Modifications. 
-Developing and writing integrity management strategies / programs. Lead the development of equipment strategies 
-Assist with submissions and presentations to Management and regulatory authorities to assure that the technical integrity status is known and challenges are being addressed and Maintenance requirements as dictated by codes and standards are understood and applied and Ensuring that Qatar regulatory technical requirments is been implemented. 
-Handle pipelines integrity programs budgeting and Cost tracking 
-Verify the design work carried out by engineering third parties to ensure that the proposed solutions are technically sound. Ensure project QA/QC & Integrity expectations are met. Interface with Quality groups to ensure that subsea hardware quality requirements are met.

Operating Environment, Framework and Boundaries:
-Operates within a structured environment with a clear reporting framework.
-This is a senior level position, requires solid technical knowledge and skills, in addition to good planning, influencing, and personnel management skills and will require frequent technical communications and interaction for the utilisation and optimisation of the Company’s subsea assets and requires a significant amount of initiative, interpersonal and communication skills. 
-This involves with a large number of support functions via the asset matrix organisation structure. 
-Considered a Key Position as per the RGEE System 5.1.

Communications and Working Relationships:
-Daily contact with the Subsea and Pipelines Integrity Manager and the Subsea and Pipelines Engineering Head to discuss operational and staff matters.
-Frequent meetings with Technical, Offshore and Onshore operations, Maintenance teams to provide technical advice and guidance. For planning and execution of programs.
-Regular contact with EHS-Q for safe operations; contact with Engineering for the technical support and operation optimization; Contact with Operations Expansion Department (OED), Venture – Subsurface and PMT for new projects, providing technical advice input into projects.
-Maintain liaison and coordination with shareholders: Qatar Petroleum and Exxon Mobil functions, world wide experts, Pipeline integrity management contractor, Venture and Subsurface groups, and all other operators in Qatar offshore for furtherance of RasGas interests; strengthen RasGas leadership in Wet gas systems integrity management.
-Regular contact with all other offshore operators for Engineering and interface management.
-Maintains strong cultural awareness with adaptability to multinational environment and wide exposure to various cultures and customs.  Strong interpersonal skills with ability to work as team member and lead.  Must be able to deal effectively and tactfully with the resolution of conflicts.

Problem Solving/Complexity:
-Develop and maintain consistency of performance in the operating teams and taking the lead role in providing solutions to complex technical problems.
-The position requires a substantial amount of high level networking within RasGas, QP, ExxonMobil and the oil and gas sector in general. Work requires good planning, influencing and man-management skills, with a significant degree of evaluative judgement needed.
-Ability to be creative in dealing with unusual situations and problems and to effectively utilize judgement and experience in providing solutions and potential options.

Decision Making Authority and Responsibility:
-Operates within established process policies and procedures and short and medium term production plans and is then accountable for operational and economic performance in accordance with sound operating standards and principles. 
-Is the focal point for technical advise  to facilitae decision making 
-Advises and recommends on the hiring and performance of staff.
-Responsible for improving the offshore asset’s competitive position by support staff in setting and managing business improvement objectives.
-As a result of the significant potential business impact due to Pipeline & Subsea issues, the position requires a high level of independent technical decision making.

Knowledge Skills and Experience:
The successful candidate (He / She) should have 
-B.Sc. degree Qualification in Mechanical, Subsea, Structure, or Pipelines Engineering. 
-Minimum 12 years experience with a focus on pipelines engineering and Integrity.
-Knowledge of subsea and pipelines corrosion and failure mechanisms and corrosion control. 
-Experienced in inspection methods and technologies. Minimum three years of technical / applications support or in the Pipeline ILI Pigging, pipeline construction and repairs. 
-Experienced in the fitness for services relevant codes and supporting practices of SS Pipelines 
-Experience and knowledge of risk based integrity management methods. 
-Strong understanding of Process Safety concepts and elements. 
-Familiarity of the procedures and practices of Classification, and Certification, asset integrity data management, interpretation of anomalies, data manipulation and integrity databases.
-Good Computer skills and problem solving capabilities and Strong effective English communications.
