Qualifications / Knowledge / Skills / Experience
-B.E. / B.Sc. Degree in Electronics / Instrumentation / Control Systems. Corporate
Membership of appropriate professional engineering institute with Chartered Engineer status preferred.
-Minimum Fifteen 20-25 years of experience in the engineering and maintenance of
DeS, ESD, F&G, SCADA, PLCs, modern turbine and compressor control systems in the Oil and Gas Industries, with at least Five Years as the Head of the maintenance division for plant / turbine & compressor control systems.
-Should be experienced in Process Automation controls in major oil and gas industries and be experienced in field instrumentation and control valves.
-Should have managerial skill to lead the team of Engineers and Technicians.
-Should be capable of handling the multiple issues simultaneously with cool and focused attitudes and thereby ensuring his entire team would execute their respective activities without nervousness during such crisis times.
-Good knowledge of English, both written and verbal. Arabic is a plus
Primary Purpose of the Job
Overall responsibility and direction for the specialized engineering and maintenance support, integrity and availability of the following:
-The effective maintenance of the Process Control Automation Systems, which includes different kinds and makes of FCS, DCS, ESD, Fire and Gas Systems, PLCs, SCADA by various reputed OEM's and their associated interfaces to ensure their best integrity, availability and operational performance.
-The specialized engineering support, integrity and availability of all turbine control systems for heavy duty gas turbines (GE Frame V, Frame III), Compressor Controls
(CCC Anti-surge Control Systems and Integrated Turbine & Compressor Controls) and other major rotating equipment controls such as turbo-expanders (Mafi-Trench)
-Experienced in medium duty gas turbine and compressor control from (Siemens,
Solar) and able to assist turbine control engineer (Medium Duty) as and when required for operational reasons.
-Implement the corporate quality maintenance procedures for preventive and corrective maintenance of Automation Control System in accordance with the approved QP- Philosophy & Maintenance Strategy, OEM's Guidelines, QP-Corporate Asset 1 Maintenance Demarcations and International Standards such as IEC-
61508/61511/11 31 & NFPA, for Control and Safety for Oil & Gas Industries 1 facilities.
-Leads the team of engineers and technicians to perform the effective engineering support and specialized maintenance of turbine control systems at their maximum integrity and availability.
-Shall be responsible to assess the workloads of the team and accordingly delegates / distributes them evenly from time to time, update the management for any shortfalls especially in working level experienced senior technicians / technicians and organise for more manpower at a short notice to support the production / operation's to achieve their targets.
Principal Accountabilities
-As directed by the OES(D), Assistant Manager Engineering systems, perform and ensures the effective maintenance for DCS, ESD, F&G, SCADA, PLC control systems,
Heavy Duty Turbine Control Systems, Compressor Control Systems and associated instrumentations in adherence with QP and relevant international standards being followed within QP and appropriate Safety codes to achieve their maximum integrity and efficiency in cost effective manner.
-If technical issues at site are beyond the respective Senior Engineers' capabilities, head of control systems shall be fully capable to resolve such technical issues
-Supervises and ensures that all engineering support and corrective preventative maintenance activities are performed in a timely manner in adherence to QP procedures and interdepartmental asset demarcations.
-Shall be responsible to ensure the contracts for call-off and technical support services from each and every OEM vendors are in place. He shall keep his team members informed about these contracts details and shall be also responsible to pro-actively renew the contracts well before their expiry.
-Co-ordinate with planning section for the systematic advance planning (long term for five years and yearly and monthly planning) with manpower I material estimation for the Major Overhauls, other Inspections based on OEM recommendations and machine
performance. Ensure to carry out the satisfactory execution of planned activities and maintain full records of all activities in SAP system.
-Prepares budget on long term five years basis and on yearly basis for the area of responsibility for routine operating, non-routine operating, capital works, manpower, transport, service equipment and office equipments.
-Monitors and review all operational Work orders for corrective actions and completion and ensure to update them in SAP.
-Implement QP Safety policies with regards to corporation employees and contract
personnel. Liaises with Production and Safety Departments on Safety Audits and
coordinates and supervises all safety recommendations to ensure full implementation.
-Manage the effective maintenance of the backups, software, licenses and passwords for all the turbine control systems in the Dukhan software bank and ensure software integrity and regular monthly reviews and updates are incorporated.
-Monitors the progress of developees with assistance of development supervisor and provide necessary assistance when required. Perform the personnel evaluation / appraisals along with Senior Engineers. Set the yearly Smart Objectives for the maintenance personnel in the section. Review the technical performance of the section and plan for the additional personnel requirements.
-Assists actively in the training of Qatari development engineers in accordance with
QP's training and development program.
-Acts as a leave reliever within the department / other Section Heads within the Department or to Assistant Manager of Operations Engineering Systems.
-Regular discussions / meetings with superiors for updates and for concurrence on operational strategy for the section
