Job Description:
Job Purpose:
Provide and manage information within RasGas, being subject-matter experts on effective and efficient information-management methods, as being responsible for developing standard processes for organizing and disseminating information, data, and other relevant information to targeted and interested groups in RasGas. 
Specialists (each in his/her own speciality) maintain a collection of information artifacts to support the information access needs within RasGas, and provide the appropriate support to all RasGas team to provide high quality information management services and support to all RasGas in the areas of facilities and plant documentation, documentation quality &assurance, management of documentation for operation, records management, engineering specifications &standards management, integrated management systems documentation, information management, and management of master data. 
Candidates at this level are expected to lead an area of specialization on a multi-disciplinary project, and develop strong technical and multi-disciplinary skills in the process.
                                                    
Key Result Areas:
Documentation Quality Control & Quality Assurance
-Develops operational policies which governs processes and their inter-linkages 
-Monitors and reports on subcontractor/ supplier quality plans.
-Leads quality reviews and audits of contractors/ suppliers facilities, verification of facilities documentation to ensure compliance to quality & agreed contract.
-Develops implements, communicates, and maintains a quality plan to bring RasGas Documentation into compliance with quality requirements. 

Management of Facilities/ Plant Documentation
-Develops a system to verify and monitor that all drawings and information relevant to MOC.
-Develops tracking systems for all deliverables received from Project Management teams.
-Assess and analyze the key elements of basic and advanced functional capabilities to assess their application to solve business problems.
-Defines the types of non-functional capabilities when defining requirements for a drawing and document management systems.

Management of Documentation for Operation (DFO)
-Conducts audits in coordination with the project teams to ensure proper implementation of RasGas requirements.
-Evaluates and approves contractor's proposals for deviation from the documentation requirements, data deliverables, or schedule of delivery in accordance with RasGas requirements
-Liaises with project teams to ensure the accuracy, completeness and quality of project’s early and final deliverables
-Revisit DFO processes to ensure compliance with the stage requirement.

Records Management
-Analyses the metadata requirements for managing records from creation to disposition and the tools, techniques and methodologies for the specification, design and implementation of recordkeeping systems
-Competent in monitoring, auditing and performance management in maintaining and sustaining effective and efficient recordkeeping
-Analyzes recordkeeping principles which underpin the management of RasGas records from creation and capture to retention and disposal
-Assesses the current practice of storing and retrieving information and knowledge efficiently and effectively so that it can be accessed and retrieved by users to meet their needs.
-Designs and configure tools used for managing both physical storage facilities, and electronic records repositories.

Management of Integrated Management Systems Documentation
-Evaluates BPR recommendations and obtain approvals. Develop business case and plans for implementation.                                 
-Assure alignment of processes with business objectives and identify new process needs. 
-Assure IMS e management systems assessments to identify areas for improvement, successful work practices. Assure 
-Designs and configure tools used for managing IMS documentation

Information Systems  
-Advocates the application of taxonomies, metadata and security model using ECM/ERM systems.
-Streamline ECM/ERM systems linkages to business strategy and goals.
-Sets plans for ECM/ERM systems upgrade strategies.
-Reinforce plans for continuous improvements of usable user interface for ECM/ERM systems.
-Ties enterprise strategies and technologies with ECM/ERM systems

Management of Master Data
-Develops “design-mode forms” with user controls, which include VB functions to manipulate data.
-Develops “design-mode forms” with user controls, which include VB functions to manipulate data.
-Designing cross-tab queries, and uses it for analytic and statistical reporting.
-Leads the development of design-mode reports, with customized formatting and templates with no need for wizard support.
-Set up expert parameter queries and codes, which: retrieves, compares, and validates data across various values for the purposes of data cleaning and others.

Compliance of Information Integrity
-Capable to assess RasGas records systems procedures and processes compliant to ISO15489 Information and documentation Records management Standard. 
-Develops instruments to measure compliance of records systems procedures and processes with applicable polices, regulations, industrial Codes and Standards.
-Promotes Standards of best practice based on the principles established.
-Acts as team leader on high profile internal assessments.
-Originates program progress reports, assessment findings, corrective action analysis and progress to closeout.
-Creates audit procedures & checklists

Operating Environment, Framework and Boundaries:
-Operates in a multi-cultural, multi-national environment, requiring professional conduct and proper office protocol
-Operates within established Company policies and procedures and in a well-structured organizational framework clearly defining the reporting relationships.  
-Adheres to occupational safety and health regulations and participate in coordination efforts for Information Management Section in compliance with Company safety and environmental protection programs.
-Uses professional knowledge and experience to perform work
-Carries out specific duties and responsibilities related to this job as specified in Management System documentation, policies, procedures and local documentation, Management System Manual, Safety Manual and other related RGEE documents.
-Exhibits flexibility in assuming new (ad-hoc) responsibilities as they arise.

Communications and Working Relationships:
-Lead an area of specialization on medium sized or multi-disciplinary projects. 
-Maintain close liaison with the shareholder’s technical staff at the same level and other stakeholders.
-Conduct regular contact with Users of RGDMS to provide required services.
-Develop strong multi-disciplinary skills and contribute to other multi-disciplinary tasks lending expertise in the area of specialization. 
-Effective relationship management and timely resolution of any issues with contractors, consultants and service providers.
-Regular meetings with Head of Section and other Senior Analysts for guidance and updates.
-Regular meetings with direct reports.
-Contractors and suppliers of equipment for Company facilities, print machines, archive equipment etc., for servicing and maintenance.
-Contractors and equipment vendors, regarding documentation for the Plant and Offshore facilities.

Problem Solving/Complexity:
-Assess any project risks and consider appropriate risk mitigation solutions to prevent any potential impact on project delivery.
-Develop strong multi-disciplinary skills and contribute to other multi-disciplinary tasks lending expertise in the area of specialization. 
-Develop guidelines in the area of expertise for investigations and evaluations.
-Exercises independent judgement in performance of work. Solutions are developed on the basis of functional knowledge and company precedent, as well as advice from Supervisor and Documents and Standards associates.
-Assess any project risks and consider appropriate risk mitigation solutions to prevent any potential impact on project delivery.

Decision Making Authority and Responsibility:
-Operates in accordance with established procedures and technical documentation standards and practices.  Work is regularly reviewed by Supervisor.
-Development, implementation and adoption of principles, guidelines and approaches by the relevant Team, Section, Department or Group for investigations and evaluations.

Knowledge Skills and Experience:
-University degree in Science, or Business Management, or Information Management, or Systems Management, or Engineering discipline, or library science.
-Certified as ECM Specialist by AIIM or achieved equivalent status from any other accredited body in Management of Documentations.
-Certified in Records & information Management (RIM) from ARMA International or Institute of Certified Records Management ICRM (where candidate applies for Records Management Specialist)
-10-12 years of experience in similar work.
-Advanced knowledge of all relevant software tools 
-Thorough knowledge of RasGas Company, national and international specifications and standards including share holders’ products.
-Fluent in English language (demonstrated verbal and written skills).
-Computer literate.
