Scope of Responsibilities
Effectively control the flow of materials through site and to integrate various planning and information systems, to provide accurate information, effective material control and continuous improvement in performance in order to meet the objectives and needs of Company and its clients.
Primary Duties
-Provides expertise, advice, and direction for project and field material management to ensure the overall organizational effectiveness among all the functions responsible for the materials management process.
-Reviews the initial master schedule, detailed timing and sequence of each functional group, and actual progress of each group to confirm that materials meet required delivery dates.
-Ensures adherence to the project execution plan and that key activities are performed in the right sequence.
-Interfaces between Construction and Procurement to identify, requisition and establish delivery dates for material requirements resulting from design changes, rework, scope changes or material missed in Engineering takeoffs.
-Reviews plans at the jobsite for adequacy of material warehousing, maintenance, control and handling. Ensures efficiency of all material issue to Construction.
-Coordinates with Construction and Engineering the plans for material identification, material availability in support of installation plans, and equipment requiring special handling at site.
-Formulates specialized training necessary to assure that all assigned material management personnel are properly trained and qualified.
-Plans, directs, coordinates, and monitors personnel actions for material management staff.
-Setup the automation plan and work process and systems.
-Write material handling procedures.
-Maintains direct working relationships with Project Management, Project and Field Engineering, Construction, Completions, Project Controls, Procurement, and the CLIENT to ensure mutual understanding, development, and attainment of objectives, plans, and requirements for materials management of the project.
-Coordinate the activities of those groups under his/her control, with site and other support groups, to ensure schedules and material control plans are fully integrated within the project organization. This includes inventory management and control, supply chain improvements, material planning & the short and long term, day to day resolution of supply chain issues including resolution of material availability, transportation and logistical issues.
-Implement methods and best practices related to the systems and process that support inventory forecasting, purchasing, and material control.
-Implement and manage an inventory control system and take corrective action to guard against inconsistencies in the future.
-Work with management group to prepare the materials budget, schedule expenditures, analyse variances and initiate corrective actions.
-Assist in the development of relevant processes and procedures.
-Responsible for managing surplus disposal in the most optimized manner.
-Maintain a safe and healthy work environment by implementing, maintaining and aligning company policies that adhere to local, state and federal environmental, health and safety regulations.
-Work closely with Purchasing, QA and various Engineering Disciplines involved in procurement activities specifically relating to defining company’s material requirements and in monitoring vendor performance in meeting these needs. This includes driving materials procurement, tracking and inventory planning through the plant purchasing group, vendor selection and development, building vendor relationships as required to assure performance, cost and lead-time requirements.
-Interface with clients as required in areas of material forecasting, demand planning, and operational planning.
-Manage local site procurement staff.
-Provide analysis through accounting and inventory control group in areas of inventory accuracy, inventory levels against targets, On Time and Full Shipping, Minimization of Waste and Scrap, Manufacturing Cost analysis and budget control.
-As a leader in organization the Materials Manager maintains the highest safety standards for his/her areas of responsibility and acts as a role model in supporting the Safety, Health and Environmental policies and standards of Company and Clients.
-Perform any related duties as assigned by supervisor.
Minimum Requirement
Master’s degree in Material Management, Business Administration, Project Management, Engineering or similar disciplines, with minimum 15 years’ experience directly related to the duties and responsibilities specified here and above preferably with EPC, Oil & Gas industry.
