Qualifications / Knowledge / Skills / Experience
Degree in Business administration or equivalent, 10 years experience in aviation (Air
Transport Operations), Three years of which are in senior post in an offshore oil and gas setting.

Primary Purpose of the Job
-Ensure the most efficient and economical use of helicopters contracted by QP for the transport of personnel, materials and equipment between Doha and offshore Locations in preparing daily schedules of helicopter flights and responding to unplanned daily flying requirements.
-Supervises subordinates and heliport operations which include passenger check-in, flight takeoffs and landings, monitoring of helicopter operations performance, monitoring medevac helicopters, day-to-day coordination with client departments, and the helicopter contractor.

Principal Accountabilities
-Prepares daily flight schedules taking into consideration day-to-day operational requirement, the most efficient and economical use of helicopters by way of combining / splitting flights were feasible, rerouting flights, combining passenger flights with cargo, rescheduling flight timings, etc.
-Deals with unplanned daily flight requirements, as special flights, shuttle flights between offshore locations, urgent passenger and cargo movements, again ensuring the most efficient and economical use of helicopters without undermining requirements, by diverting flights, combining / retiming flights or operating new flight.
-In times of helicopter breakdowns/delays/non-availability exercises decision on which flights to combine, reroute, divert, reschedule, delay, shift passengers to or cancel or whether to use helicopters shutdown offshore ...
-Deals with medevac flights or other similar flight requirements from time-to-time.
Determines the promptest manner of serving medevac requirements either by organizing a specific flight or diverting a flight already in the air to satisfy the requirement, liaises with medical personnel and Hamad Hospital as necessary. Closely follows up with medical personnel and flight crew of medevac flights to ensure timely dispatch.
-Handles requests for flights for any government ministry and Diwan Emiri for VIP / VIP directly dealing with high level personnel and their requirements. Carries out all above whilst on duty including weekends and holidays, and is fully responsible for decisions made to combine, divert, reschedule, cancel, operate flight or use helicopters shutdown offshore.
-Plans and directs day-to-day activities of subordinate staff to ensure standards and schedules are being adhered to.
-Supervises the handling of cargo at the heliport and ensures that dangerous cargo are handled in accordance with approved aviation/QCAA regulations and procedure; confirms the freight as being suitable for transport by helicopter by checking the manifest, dangerous goods form, cleanliness, labelling, packaging, weight and load spread and confirm the cargo status: e.g. dangerous, magnetic, radioactive. Ensures payloads do not exceed the figure laid down by the pilot and resolves problem concerning overloading.
-On a regular basis, coordinates with the contractor in ordering jet fuel. Coordinates with contractor carrying out regular inspections and certifications of portable tanks and the subsequent transportation of tanks to/from Doha and Halul through RLIC port.
-Provides the necessary information such as flying times, number of passengers or cargo weight to the Cost Recovery Analyst for back charging 3rd party users of helicopter services.
-Liaises daily with the operations personnel of the helicopter contractor to ensure that contractor provides helicopter services in accordance with contract terms and conditions, especially with regard to helicopter availability and utilization.
