Educational and Technical Qualifications/ Certifications:

Bachelor's degree or equivalent in Electrical / Mechanical Engineering

Years and Nature of Experience:
More than 7 years of relevant experience in a similar industry or in a similar role of which minimum 3 years of supervisory experience preferably in the areas of electrical power and desalination projects

JOB PURPOSE
The role holder is responsible for effectively provide budgeting and costing services for all Kahramaa’s water projects, by performing activities related to estimating costs for all planned water projects, analysing cash flow details, compiling and maintaining database for costing of contracts, and pre-qualifiying and evaluating bids for construction, operation and maintenance of water projects.

KEY RESPONSIBILITIES
Core Responsibilities:

-Prepares cost-estimation of all planned water projects and assists Head of Business Engineering in developing contract negotiation strategies, in order to enhance the competitiveness of the corporation
-Analyses cash flow details, detailed budget charts, tables and spread sheets, required for a variety of budget analyses in projects
-Monitors new methodologies in the field of costing and advices the Head of Business Engineering, on appropriate, cost effective business solutions which could enhance or replace existing systems
-Compiles and maintains a database for costing of consultancy services and contract works, for all assignments related to water projects including Qatar transmission system expansions and refurbishment projects, in order to ensure ease of reference, when required
-Prepares all documents pertaining to contracts including budgets, tender time sheets, contractual issues, terms and conditions, assessing progress of payments etc. and ensures compliance with Kahramaa’s policies and procedures, international regulations and relevant standards, as applicable
-Liaises with project engineers from Water Networks Directorate, in matters related to bid and contract document preparation, as and when required
-Participates in the evaluation of bids received from vendors for construction, operation and maintenance of Kahramaa’s water networks, in coordination Water Networks Directorate, to ensure that the proposals, specifications and capabilities proposed by vendors are compliant on requisite specifications
-Performs pre-qualification, technical and price evaluation of tenders related to water projects, in agreement with articulated strategies, organizational requirements and defined terms and conditions
-Develops project scheduling tools and procedures, in order to support project engineers to track and maintain project schedules and timelines
-Participates in the inspection and monitoring of water projects, in coordination with Engineer –Planning and Monitoring, in order to analyse actual results to budget forecasts
-Prepares detailed reports pertaining to discrepancies and amendments that occurred in the budget during the year, in coordination with the project team, as and when required
-Works in cooperation with Quality Assurance and Continual Improvement department on securing and maintaining the ISO 9002 certification
-Carries out and ensures the compliance of all activities within the Business Engineering Section are in-line with Kahramaa health and safety regulations

Self Management responsibilities:
-Defines performance goals at the start of the year in discussion with the reporting manager and ensures that the goals are achieved during the course of the year
-Identifies the training and development requirements for self and agrees on them with the reporting manager to ensure that the required trainings are arranged and attended
-Keeps abreast of professional developments, new techniques and current issues through continued education and professional growth
