Job Description:
Job Purpose:
Responsible to provide Technical & Operational interface to co-ordinate with other offshore Operators and Project teams in Qatar North Field in safely managing construction, maintenance and marine activities near and above RasGas sub-sea operating facilities ( Offshore Well Head Jakets and Subsea Structures) under Offshore Asset responsibility. Responsible for planning and execution of subsea construction and repair projects and the coordination of these activities with the engineering design and project management work done by the Operations Technical and Projects Departments

Key Result Areas:
The Structures Installation and Interface Specialist will be responsible for the Timely and Quality management of following  activities :
-Acts as focal point of contact for any third party planning and organising construction and maintenance activities near and above RasGas sub-sea assets. Leads the process to evaluate Technical, Operational and Safety aspects of such jobs at planning stage and follows through to monitor compliance during construction / operational stage.
-Leads the Technical review process and liaises as required with Legal during finalization of Subsea Structures Crossing Agreements to assess feasibility of proposed installation methods for crossing or approaching our Offshore Well Head Jakets and Subsea Structures.
-Responsible for organizing Risk Assessment, JSA, MOC reviews for sub-sea crossing projects and operation and maintenance activities, ensuring compliance with RGEE systems 2-1, 6-1, 6-4, 6-6 and 7-1. Responsible to ensure compliance with Company Safety, Environment, and Quality policies and programs. 
-Stewarding appropriate MOCs from inception to approval, and thereafter from implementation to close-out. Organisation and record keeping of marine and subsea related documentation and charts for both RasGas and any other North Field Facilities with which RasGas interfaces.
-Performs review of a number of engineering tasks including mechanical and structural design support for Offshore Well Head Jakets and Subsea Structures approaching and / or crossing. Development and review of specifications and scopes of work and other related Marine crossing activities submitted by other offshore operators, including anchor pattern reviews with Marine Superintendent.
-Obtains outside specialist support on ad hoc basis from Engineering / consultancy service providers and shareholder resources (EMDC).  
-For any planned and unplanned Pipeline repair events. Serves as a key member of Emergency Offshore Well Head Jakets and Subsea Structures readiness: to develop plans, procedure, spares and services readiness to deal with Offshore / Subsea Structures emergencies. 
-To monitor compliance as company representative on site during execution of Offshore Well Head Jakets and Subsea Structures crossing activities in the field. Liaise and mobilise as required Marine warranty surveyors on ad hoc basis to monitor concurrent activities in the field.
-Maintains database of all crossing agreements and ensures that all RasGas and third party obligations are met through the life of these facilities.
-Maintain appropriate record of correspondence, daily logs, Issues Register and Facilities Interface Tracking Database with all third parties on all key items. Ensures adherence to RG Corporate Policies, Procedures, and Agreements in all aspects of the business with Qatari laws and all other laws as required.
-Serve as a key member of Sub-sea Inspection Task Force providing coordination, operational input and oversight to ensure all sub-sea inspection programs are executed safely and on timely basis. 
-Attends regular meetings with interfacing organizations / Third Parties / Pipeline Task Force to ensure timely communication of issues and minimize interfacing disconnects, and ensures cross-functional follow-up on action items developed during interface meetings. Participates with above to develop and enforce surveillance and other coordination mechanisms to mutually safeguard near-shore and sub-sea assets. 
-Communicates information to the Offshore Asset Team and other Groups / Departments within RasGas as required to ensure achievement of Company, Group, and Department strategies, objectives, and KPI’s. Provides advice and recommendations to the organization regarding planning and project interface considerations and potential problems.
-Develops and nurtures relationships with third party operators, Offshore , Jakets , Subsea Structures and Pipeline construction and maintenance service providers to keep abreast of latest developments and regional Offshore industry resources to ensure RasGas requirements and expectations are met.
-Provide technical and operational support to Offshore Asset on Wet Gas Pipeline integrity management program. -Carries out other duties at the request of the Head of Subsea and Pipelines Operation or Marine Survay and Installations Advisor.
-Provides vacation relief for Subsea Structures Engineering Specialist position and Marine Survay and Instalations Advisor. 

Operating Environment, Framework and Boundaries:
-Operates within a well structured environment with a clear reporting framework.
-This is a key frontline position for interfacing within and outside RasGas with all other North field operators and construction/maintenance teams. The Facilities Interface Coordinator is ultimately responsible for safeguarding vital RasGas sub-sea assets from third party marine threats. 
-Due to the nature of activities within the Offshore Asset, the position will require frequent communications, interaction and visits to the Oil & Gas companies and offshore platforms to coordinate work efforts and establish appropriate working relationships. 
-The position holder exercises the duties of the position with little direct supervision, but is expected to gain alignment and seek general guidance from Senior Staff (Head of Subsea and Pipelines Operation or Marine Survey and Installations Advisor) on issues affecting the Department.
-Operates in a multi-cultural, multi-national environment that requires a high level of technical knowledge, experience, sensitivity, and maturity.

Communications and Working Relationships:
-a direct report to the Head of Subsea and Pipelines Operation
-The position requires continuous interface with RasGas Alpha team.
-Weekly meetings with Subsea and Pipelines Operation Head and Team to communicate progress and to request assistance as required in resolving technical / interface issues and opportunities.
-Develops working relationships and demonstrates flexiblity to take leading or supporting role as situation demands in close coordination with DTF Marine Team, Offshore ,PMT, Subsurface and Legal teams to review and resolve interface issues.
-Regular contact with third party Operators (QP, PTF, Maersk, Dolphin, QatarGas, Shell GTL) and Contractors (McDermott, NPCC, Fugro etc) to nurture good working relationships.

Problem Solving/Complexity:
-The work requires good planning, influencing, and personnel management / interface skills in addition to technical knowledge and skills. 
-Will be required to provide guidance on problems and issues based on the best available data and information, sometimes under tight deadlines.
-The position challenge is developing effective working relationships with external entities and Contractors.

Decision Making Authority and Responsibility:
-Plans and prioritizes own work.
-Operates within established process policies and procedures.
-Required to work independently to protect and represent the technical interests of the RasGas Offshore Asset in interfacing with other stakeholders, and to meet outside informational and coordination needs.
-Works in close coordination with the Asset Team in the management and resolution of offshore sub-sea interface issues.

Knowledge Skills and Experience:
The successful candidate (He / She) should have 
-B.Sc. degree Qualification in Mechanical, Marine, Subsea, or Structural Engineering. Minimum 8 years working experience with a focus on Offshore Well Head Jackets and Subsea Structures installation field 
-Strong understanding of Process Safety concepts and elements. 
-Development and operating experience of offshore structures and Knowledge of the underlying principles of design codes and installation, fabrication and transportation methods.
-Previous employment / experience working for Sub-sea Engineering Company(s) or similarly related Engineering Company is desired. Experienced Good understanding on marine surveys and ROV, vessels and barges operations, anchors handling, and Diving Systems with attention to detail.  
-Knowledge in structural analysis, sub-sea systems, materials and joining mechanism, stability analysis, and Geotechnical engineering.
-Advanced computer skills and problem solving capabilities.
-Good written and oral communication and presentation skills for client interface.
-Good adaptability to multicultural environment with wide exposure to various cultures and customs.
