Qualifications / Knowledge / Skills / Experience
-Bachelor Degree in Business Administration or Finance.
-Excellent written and spoken English.
-Excellent analytical skills and Report writing ability.
-A Certificate in International Oil Spill Claims Management
12 Years of experience in Planning / Costing / Finance of which 5 years in a supervisory capacity in Oil & Gas Industry or environmental Organisation.
-High skills and knowledge relating to incident damage claims and incident
Accounting / costing techniques.
-A good working knowledge of the International Oil Pollution Compensation Fund and the activities of the International Association of Independent Tanker Owners
(INTERTANKO) and the International Tanker Owners Pollution Federation Limited (lTOPF)
-Candidate must have excellent communication skill both oral and written.
-Working knowledge of the International Oil Pollution Compensation Fund activities and the activities of International Association of Independent Tanker Owners and International Tanker Owners Pollution Federation.
Primary Purpose of the Job
Develop a comprehensive Oil Spill Claims System for Qatar Petroleum and the State of Qatar in accordance with the IOPC (International Oil Pollution Compensation)
Funds 1992 Claims Procedure.
Principal Accountabilities
-Develop accounting records and or other appropriate evidence to show/establish the amount of quantifiable economic loss or damage in QP /Qatar in order to claim compensation from the ship owner/insurer and the 1992 Fund
-Analyse probably loss of earnings suffered by the owner of the property as a result of their property contaminated as a result of oil spill to claim consequential loss.
-Collect details & calculate loss of earnings of the persons caused by oil pollution whose property has not been polluted, but the environment has been polluted to claim the pure economic loss.
-Collect the details & compute costs of reinstatement measures including post spill studies to accelerate natural recovery of environmental damage to claim compensation for environmental damage.
-Develop external relations by closely cooperating with governmental and non governmental organisations in order to disseminate information on the Fund's activities and to promote awareness of the International Compensation Regime.
-Develop comprehensive procedures for claims handling.
-Acquire property details with cost of cleaning, repairing or replacing of property from the claimants to establish a database in order to make a claim in case of property damage when there is Property damage due to oil pollution incident.
-Obtain costs of clean up operations at sea and on shore and the cost of measures to prevent or minimise pollution damage from the claimant to assess and prepare statement of admissible claims for compensation.
-Evaluate National and International regulations relating to natural resource damage from oil spill incident in order to assess the estimated cost of damage and develop cumulative incident cost records.
-Develop comprehensive records in order to be able to present claims for fisheries, fish processing sector and the tourism sector.
