Job Description:
Job Purpose:
This position would play a key role, with a primary function to assess and manage RasGas subsea and pipeline systems integrity, ultimately responsible for safeguarding vital RasGas Subsea structures, Pipelines & Cables assets from third party marine threats and for safely managing marine activities near RasGas sub-sea operating facilities, That will maintain subsea and pipeline integrity and ensure continued availability with no unplanned outages. This is a key frontline position for Technical & Operational interfacing within and outside RasGas offshore asset with all other north field offshore Operators and construction/maintenance/ repair Project teams. This position will be in charge of development, coordination and implementation of integrity management programs, developing guidelines, oversees implementations of quality management system and develop and execute training and development programs for trainees and  will need to liaise with other technical specialists and team leaders and reporting the performance and compliance KPI

Key Result Areas:
The Marine Survey and Interface Advisor will act as owner / technical supervisor for under water inspection Contract(s) administrator this include the ROV inspection and the diving inspection related contracts, will be responsible for the Timely and Quality management of activities, in addition he will be  
-The first point of contact by any third party for planning and organising construction and maintenance activities near and above RasGas sub-sea assets. 
-Leads the process to evaluate Technical, Operational and Safety aspects of such jobs at planning stage and follows through to monitor compliance during construction / operational stage. 
-Leads the Technical review process and liaises as required with Legal during finalization of Pipeline Crossing Agreements to assess feasibility of proposed installation methods for crossing over sub-sea pipeline and cables. 
-Responsible for organizing RA, JSA, MOC reviews for sub-sea crossing projects and operation and maintenance activities, ensuring compliance with Company SHE&Q policies and programs. 
-Stewarding appropriate MOCs from inception to approval, and thereafter from implementation to close-out. 
-Performs review of a number of Marine engineering tasks including mechanical and structural design support for sub-sea pipelines crossing. 
-Development and review of specifications and scopes of work and other related Marine pipeline crossing activities submitted by other offshore operators, including anchor pattern reviews .
-Obtains outside specialist support on ad hoc basis from Engineering / consultancy service providers and shareholder resources (EMDC).  Responsible to provide Marine engineering technical expertise for any planned and unplanned Pipeline repair events. 
-Serves as a key member of Emergency Pipeline Repair System (EPRS) readiness: to develop plans, procedure, spares and services readiness to deal with Pipeline emergencies. 
-Liaise and mobilize as required Marine warranty surveyors to monitor activities and compliance as company representative on site during execution of sub-sea pipeline crossing activities in the field.. 
-Maintains database of all Pipeline and cable crossing agreements and ensures that all RasGas and third party obligations are met through the life of these facilities. 
-Maintain appropriate record of correspondence, daily logs, Issues Register and Facilities Interface Tracking Database with all third parties on all key items. 
-Ensures adherence to RG Corporate Policies, Procedures, and Agreements in all aspects of the business with Qatari laws and all other laws as required. 
-Serve as a key member of Sub-sea Inspection Task Force providing coordination, operational input and oversight to ensure all sub-sea inspection programs are executed safely and on timely basis. 
-Liaise with QP Marine and other Operators to synergies underwater campaigns and optimize costs. 
-Attends regular meetings with interfacing organizations / Third Parties / Pipeline Task Force to ensure timely communication of issues and minimize interfacing disconnects, and ensures cross-functional follow-up on action items developed during interface meetings. 
-Participates to develop and enforce surveillance and other coordination mechanisms to mutually safeguard near-shore and sub-sea assets. 
-Communicates information to ensure achievement of strategies, objectives, and KPI’s. 
-Provides advice and recommendations regarding planning and project interface considerations. 
-Develops and nurtures relationships with third party operators, Offshore and Pipeline construction and maintenance service providers to keep abreast of latest developments and regional Offshore industry resources to ensure RasGas requirements and expectations are met. 
-Regular contact with third party Operators (QP, PTF, Maersk, Dolphin, QatarGas, Shell GTL) and Contractors (McDermott, NPCC, Fugro etc) to nurture good working relationships. 
-Provide installation engineering support and develop installation requirements and insuring that installation procedures are performed in accordance with established rules and processes. 
-Independently applies knowledge in Execute studies to resolve issues and achieve safe and effective installation/ maintenance. 
-Keeps informed of new methods and developments and recommends new practices. 
-Coordinates and carry out reviews of drawings, procedures, specifications, installation analysis and technical reports for conformity and quality assurance. 
-Participate in SHE reviews (HAZOPs, HAZIDs, risk assessments). 
-Review of vessel anchoring, jack-up positioning, or moving activities. 
-Reviews and approves scopes, budgets and schedules. 

Operating Environment, Framework and Boundaries:
-Operates within a structured environment with a clear reporting framework.
-This is a senior level requires good planning, influencing, and personnel management / interface skills in addition to technical knowledge and will require a substantial amount of mid-senior level networking within and outside RasGas and frequent communications, interaction and visits to other Oil & Gas companies and offshore platforms to coordinate work efforts ,establish appropriate working relationships and to take leading or supporting role in close coordination with Technical ,  Marine,  Offshore, Subsurface and Legal teams to review and resolve interface issues. The position Key challenge is developing effective working relationships while work to protect and represent the technical interests of RasGas in interfacing with other stakeholders, and meet outside informational and coordination needs.
-This involves with a large number of support functions via the asset matrix organisation structure. 
-Considered a Key Position as per the RGEE System 5.1.

Communications and Working Relationships:
-Daily contact with the Subsea and Pipelines Integrity Manager and the Subsea and Pipelines Operation & Engineering Heads to discuss operational and Technical matters.
-Frequent meetings with Technical, Offshore and Onshore operations, Maintenance teams to provide technical advice and guidance. For planning and execution of programs.
-Regular contact with EHS-Q for safe operations. Contact with Engineering for the technical support and operation optimization. Contact with Operations Expansion Department (OED), Venture – Subsurface and PMT for new projects, providing technical advice input into projects.
-Maintain liaison and coordination with shareholders: Qatar Petroleum and Exxon Mobil functions, world wide experts, Subsea Underwater Inspection & marine servay contractors, Venture and Subsurface groups, and all other operators in Qatar offshore for furtherance of RasGas interests.
-Regular contact with all other offshore operators for Inspection and interface management.
-Maintains strong cultural awareness with adaptability to multinational environment and wide exposure to various cultures and customs.  Strong interpersonal skills with ability to work as team member and lead.  Must be able to deal effectively and tactfully with the resolution of conflicts.

-Develop and maintain consistency of performance in the operating teams and taking the lead role in providing solutions to complex technical problems.
-Work requires good planning, influencing and man-management skills, with a significant degree of evaluative judgement needed.
-The position requires a substantial amount of high level networking within RasGas, QP, ExxonMobil and the oil and gas sector in general.
-Ability to be creative in dealing with unusual situations and problems and to effectively utilize judgement and experience in providing solutions and potential options.
Decision Making Authority and Responsibility:
-Operates within established process policies and procedures and short and medium term production plans and is then accountable for operational and economic performance.
-Is the focal point for technical advise in subsea / underwater inspection and marine survays  inspection  to facilitate decision making 
-Advises and recommends on the hiring and performance of staff.
-Responsible for improving the offshore asset’s competitive position by support staff in setting and managing business improvement objectives.
-As a result of the significant potential business impact due to Pipeline & Subsea issues, the position requires a high level of independent technical decision making.

Knowledge Skills and Experience:
The successful candidate (He / She) should have 
-B.Sc. degree Qualification in Mechanical, Marine, Subsea, or Pipelines Engineering. Minimum 12 years working experience with a focus on Offshore pipeline and subsea installation field 
-Strong understanding of Process Safety concepts and elements. 
-Good Computer skills and problem solving capabilities. Strong effective English communications .
-Experience and Knowledge of the principles of pipeline design codes and pipe-laying & crossing methods. Knowledge in sub-sea pipelines systems material and joining mechanism, crossings, stresses and stability analysis, installation methods. Hands on experience on requirements and legislation of pipeline commissioning and procedures. 
-Familiar with installation software tools including Offpipe & Autocad. 
-Experienced Good understanding on marine surveys and ROV, vessels and barges operations, anchors handling, and Diving Systems with Good attention to detail.  
-Interface management capability and the ability to provide leadership and interpersonal skills. 
-Ability to discuss and present deliverables to senior level.
