Job Description:
Job Purpose:
-The Well Operations Specialist will provide operational, technical & administrative support to the Head Well Operations and the Offshore Asset Department.
-The Well Operations Specialist is responsible for the coordination, operational oversight,   technical support, pre-job planning and logistical co-ordination requirements for all RasGas Well Operations. These requirements include well testing program execution, well service & maintenance activities liaising with the Maintenance Engineer for both the Offshore and Onshore Asset Operations. He will be coordinating with Wellhead Supervisor, Production Supervisor and Operations Suptd in Offshore and Head of Operations & Asset coordinators in the onshore Assets to implement field activities for all RG wells. 
-Lead, coordinate and support in maintaining records for Well Surface Testing Data, Well Integrity Maintenance, Well Service records and approved procedure files for both the offshore producing wells and onshore injection wells in collaboration with Production Engineering and others within the SSG.
-The overall purpose of this position is to ensure the implementation of the business strategy developed by the Head Well Operations in consultation with Offshore Asset Manager, to support Operations management with technical expertise, and experience in the planning and implementation of well work operations and to assist in coordinating interfaces between Field Work Teams, Contractors, PMT, and other RasGas Departments as needed to ensure safe, reliable, environmentally sound, and trouble free execution of the required work scope. 

Key competencies required as per Mike Martin:
-Reservoir / Petroleum Engineering Degree or Diploma  
-15 years minimum experience in oil & gas industry (Offshore or Onshore)
-Minimum 5 years’ experience at a supervisor level
-Production Operations experience within the Oil & Gas industry (preferred in Offshore)
-Experience in Well Production Performance Testing, including data and sample analysis techniques.
-Experience in Well Downtime Management, including reliability, availability and production allocation
-Competent in Rigless Well Intervention activities, through program planning to execution.
-Good Communication and coordination skills, being able to work in a multicultural  environment.
-Computer skills including Microsoft Project, SAP, Well view & Meridian
-Knowledge &  Experience in Safety Management systems, including Well Integrity Management, Management of Change, Risk & Work Management systems.

Knowledge Skills and Experience:
-The position requires significant Well Maintenance & Well Operations knowledge on the existing RasGas Offshore & Onshore facilities.
-Diploma in Engineering discipline or equivalent.
-Minimum 10 years diversified experience in the oil and gas sector with at least 3 years at a Supervisory level.
-Computer literate with a good knowledge of business software applications and SAP systems.
-Good written and oral English language skills.
-Demonstrate leadership, interpersonal, and influencing skills and ability to work as a Team Leader.
-Good adaptability to multicultural environment with wide exposure to various cultures and customs.

Key Result Areas:
-Ensure compliance to Company policies and regulations with regards to occupational health and safety requirements, operational procedures, environmental protection and security regulations.
-Participate as required in Operational reviews and provide technical input to multi-disciplined procedures for the implementation of specialty field operations, e.g., wellbore interventions, production logging, well sampling, and simultaneous production / drilling / construction operations for offshore and onshore wells and offshore maintenance coordination with other departments and contractors.
-Provide effective training and mentoring for the development of all Qatari Nationals and RG direct hired staff
-Represent the Offshore Asset Department on committees and teams as required in the planning and review of specialty field operations, e.g., Risk Assessments, HAZOPS, Incident investigations, etc.
-Coordination and communication to both RasGas & Contractor personnel of specific project work scope and objectives.
-Coordination of third party equipment deliveries to the correct location as required and verify that equipment received is in accordance with approved procedures.  Verification of all equipment having been inspected for damage during transportation and is fit for purpose.
-Liaise with Petroleum, Well Work Engineering and other SSG’s to maintain latest version of project procedures, and ensure that all Contractor and Operations personnel are working from the most recent approved version.
-Planning and coordinating of various Asset team memebers to ensure that all necessary and required job preparations have been arranged prior to the start of any work.  Maintain regular communication with Operations and Contractor staff during the implementation of well work activities to ensure safe and efficient implementation.
-Maintain good communications with the Well Site Supervisor during well intervention work and assist as required in the event of operational difficulties or additional logistical support is required.
-Assist as a point of contact in onshore for well operations & well maintenance issues.
-Participate and review RGEE System documents to ensure compliance, with particular focus on RGEE 6-3 Well Bore Integrity Management System       
-Coordinate with the assigned Offshore Maintenance Engineer (onshore based) & others to ensure efficient execution of services both internally and through contractors. Maintain direct contact with Wellhead & Production Supervisors offshore to ensure that all well related activities are being implemented as per agreed strategy.
-Participate in field work activities as required to provide technical supervision, experience and to share best practices.
-Participate in post project follow-up with internal and external customers.   Work with Well Work Engineering to document lessons learned and to communicate the same to Team members.
-Relieve as Head Well Operations as required.

Operating Environment, Framework and Boundaries:
-Position is located in RasLaffan Industrial City at the RasGas onshore plant site and works on a 5 on and 2 off office schedule.  Frequent Offshore Platform trips are required to establish and maintain an active working relationship, supervise well work activities on an asignment basis. 
-The position requires a person to use their initiative, coordination, and interpersonal and communication skills.  Role is a direct report to the Head Well Operations but strong links must be maintained with Offshore Operations Team, Asset and Field Work Teams, Maintenance organization and Contractors to ensure up-to-date operating practices and guidelines are followed.
-Position is expected to plan asigned work, and should operate liaise with both operations & maintenance with minimum supervision to ensure the correct results are achieved in a safe and efficent manor.   Role works within clearly defined policies and procedures as per RGEE.                  

Communications and Working Relationships:
-This position requires the ability to direct the work of others and to monitor and guide day-to-day activities of contractors. Maintains a strong cultural awareness with adaptability to multinational environment and wide exposure to various cultures and customs. Strong interpersonal skills with ability to work as team member and lead.  Ability to maintain motivation to perform the asigned work while maintaining flexibility within set priorities. Must be able to deal effectively and tactfully for resolution of conflicts.  Ability to coordinate efforts within the work groups as well as work involving interaction with other RasGas Groups and Departments, e.g., Petroleum & Pipeline Engineering, Drilling.  
-Participates in regular Offshore Operations teleconferences and Asset Team meetings.  Engages in frequent communications with Operations Management, Field Operations, and Contractors to keep everyone informed of all relevant information and issues.                        

Problem Solving / Complexity:
Position provides technical expertise in resolving procedural issues related to the safe and reliable implementation of specialty field operations.  Position is also to ensure that adeqaute support is resourced to meet activity schedules.  Works with Offshore Asset Management Leadership Team to provide technical and revent operational input to issues requiring engineering resolution in terms of wellhead facilities or equipment modifications.
