Educational and Technical Qualifications/ Certifications:
Bachelor's degree or equivalent in Electrical Engineering
Years and Nature of Experience:
More than 7 years of relevant experience in a similar industry of which minimum 3 years of supervisory experience preferably in infrastructure project design and management
JOB PURPOSE
The role holder is responsible for ensuring effective installation of assigned electricity projetcs for Kahramaa, by assisting Senior Project Engineer in supervision and execution of assignments, with respect to time and project schedules. This includes participating in all phases of project execution, supporting in selection of optimal consultants and contractors, supervising site engineers for monitoring project implementation, and ensuring timely completion of project milestones.
KEY RESPONSIBILITIES
Core Responsibilities:
-Assists Senior Project Engineer in the articulation of project execution strategies for expansion plans of Qatar transmission system, based on the prescribed specifications and project design, ensuring balance between the immediate project needs and the long term goals of the Electricity Projects Department
-Coordinates with Senior Project Engineer for preparing scope of work for all civil installations
-Coordinates with Senior Project Engineer in understanding the established project scheduling tools and procedures, in order to assist site engineers in controlling various activities of the project
-Supports Senior Project Engineer in the review and approval of project designs, plans and drawings prepared in-house or by consultants and endorses all cost and contractual terms and conditions
-Participates in the development of bidding and contract documents, for all Kahramaa’s electricity projects, in compliance with all established standards and benchmarks
-Supports Senior Project Engineer in the evaluation of bids received from vendors from a projects perspective, to ensure that the proposals, specifications and capabilities proposed by vendors are compliant on requisite specifications
-Supervises the monitoring of minor, medium and major size main electricity projects and ensures the implementation is in line with project execution plans
-Assists Senior Project Engineer in monitoring all civil installation site activities, in collaboration with Electricity Projects Department, in order to ensure objectives are accomplished within the prescribed time frame and budget parameters
-Provides technical expertise to subordinates in troubleshooting technical problems in electrical engineering discipline and ensures effective formulation and implementation of appropriate corrective actions
-Participates in inspecting contractor’s materials during factory visits, from a quality assurance and quality control point of view, prior to material approvals for project implementation
-Negotiates and resolves any disputes with contractors regarding payments and/or claims, when necessary in coordination with Electricity Projects Department
-Prepares regular project status reports, and forwards the same to Senior Project Engineer for his/ her review and inputs
-Performs all project activities after commissioning/contractual handing over like site visits, attends defects clearance, as per instruction from the concerned Project Manager/ Supervisor
-Ensures information regarding Kahramaa’s electricity projects and construction works, is documented and well managed, for easy access, when required
-Reviews and raises requisitions for technical journals and ensures a robust operating procedure is in place for matters related to publishing of technical documentation
-Works in cooperation with Quality Assurance and Continual Improvement department on securing and maintaining the ISO 9001-2008 certification
-Carries out and ensures the compliance of all activities within the Electricity Projects Section are in-line with Kahramaa health and safety regulations
-Conducts contract follow ups and interfaces between contactor, consultant and end-user until final certificate is issued
People Management Responsibilites:
-Defines goals and key performance indicators for each member of the team
-Develops talent within the team by providing guidance and support to achieve the targets
-Ensures objective periodic administration of the performance appraisal process, complemented by ongoing coaching and training
-Follows HR policies and procedures for all people management aspects
Contributes to the development of Qatarization trainee programs and support the implementation of the same
