ELECTRICITY SYSTEMS CONTROL
Core Functions:
-Planning, Cost Estimating, Budgeting, Preparation of Scope of Works and Specifications, Scheduling and Monitoring of System Control OCAPEX (Operational Capital Expenditure) and OPEX (Operational Expenditure) Projects in co-ordination with the Sections. Planning of Projects on as required basis and scheduling and cost reporting of all Projects of System Control Department.
-Assist the Sections in the project management of each contract (i.e. monitoring of contract execution plan, milestone, completion, variations, payments, etc.).
-Discharge the duties and responsibilities as Management Representative for the ISO Quality Management System.
Major Duties and Responsibilities:
-Preparation of 5-Year Plans for OCAPEX and OPEX Projects of System Control Department in coordination with Telecommunication Control, National Control Center, Planning & Operation Marketing, and Distribution Control Sections.
-Preparation of Annual Budget Proposals for OCAPEX and OPEX Projects of System Control Department in co-ordination with the Sections.
-Preparation of Status Plans from the Preparation of Scope of Work & Specification to the Award stage for each new Contract Works and Material Purchases projects on as required basis.
-Receive Scope of Work and Specifications of the Project from the concerned Section as per the plan, review and send along with cost estimates to Legal Affairs Department as per Kahramaa’s Tenders & Auctions Regulations.
-Arrange tender site visits and prepare technical clarifications on bidders queries in coordination with the concerned Section.
-Traveling to Primary Substations, in connection with site visits, accident sites for preparing insurance claim reports, technical evaluations, kick-off meetings and contractors’ work sites.
-Arrange and participate in Technical and Commercial Evaluation of Tenders and preparation of reports in coordination with the concerned Section.
-Preparation of contract Award Letters and sending to the successful bidder and sending regret letters and returning bid bonds to unsuccessful bidders.
-Monitoring of execution of contract to review and analyze progress and performance of the Contractor.
-Invoice administration - Follow up of Invoices from its receipt from Finance till its approval by Head of Sections, then review and submit to Manager for approval and sending to Finance for Payment.
-Preparation of reports of any defaults or noncompliance on the part of the Contractor during the execution of contract to Legal Affairs department, for approval by Manager – System Control department.
-Review of Taking Over Certificates and Final Completion Certificates and other documents related to contract closing prior to approval by Manager – System Control department.
-Administration of Minor Works Contracts - Preparation of Tender Documents and getting approval from Legal Affairs Department, Invitation to bidders, Evaluation reports, award letters and letter to Finance dept. for payments.
-Assists in the preparation/processing of Purchase Orders for spare parts and materials through ERP system.
-Preparation of Key Performance Indicator (KPI) and Corporate Performance Review (CPR) reports relevant to System Control Department Projects.
-Preparation of monthly report to Manager- System Control dept. on the status of Contracts for Works and Purchases.
-Preparation of project cost reports including project expenditure versus plan, project commitments, project forecasts etc.
-Attending Monthly department meeting.
-Handling & Controlling of the department’s Petty Cash Account.
-Assists the Section in the preparation/documentation of key activities as per business plan for the department in coordination with Quality and Continual Improvement department.
-Ensures the effective and diligent implementation and compliance of the Quality Management System by controlling and monitoring processes, periodic site internal quality audit, conduct of management review meeting, periodic awareness/refresher training on Quality Management System, customer survey, and continual improvement process.
-Performs other related functions as may be directed from time to time by the Manager.
Qualification Requirements:
B. Sc. / B.E. in Electronics and Telecommunication Engineering Degree or B. Sc. / B.E. in Electrical Engineering (Full Time course) from a recognized University.
Job Experience
-Minimum 10 years of experience in all phases of Projects connected with EHV Transmission installations specifically in Routine Maintenance of Telecommunication and Tele-control works, Upgrading, Modifications, Replacements, and Reinforcements works on System Control, Distribution Control, Substation, Cable/Fiber Optic and Pilot Cables and Overhead lines. Experience in Project Planning, Costing and Budgets.
-Experience in ISO 9001:2008 Quality Management System (i.e. internal quality audit, documentations, reporting, implementation, management review meeting, continual improvement, etc.
