PURPOSE OF THE JOB
Provides coordination and support to the Offsites Department Manager and Section Heads to ensure safe, efficient and optimal functioning of the Oil Movement Section East, Oil Movement Section West and Jetty Section activities to ensure reliable, efficient and safe operations at optimum cost.

KEY ACCOUNTABILITIES
Coordination of Operations:
-Coordinates operational activities in the Oil Movement East, Oil Movement West and Jetty Sections, troubleshoots problems and provides technical support to the Department Manager and Section Heads. 
-Coordinates with the relevant engineering disciplines in the data collection for new projects, audits and surveys. 
-Participates in the review of new projects’ scope and design. 
-Participates in profit improvement proposals, performance and capacity test runs.  
-Contributes to taskforce and investigation committees and plant safety inspection tours. 
-Liaises with the concerned staff in the Integrity and Engineering Department on troubleshooting and the elimination of recurring problems, highlighting maintenance work to be carried out. 
-Monitors the standards and procedures in each area and ensures the application of current legislation.
-Ensures that product quality targets are met without compromising safety, environment and cost objectives. 
-Participates in audits and benchmarking studies to improve competitiveness and profitability of the operations and ensures timely reporting of same to the Offsites Department Manager.
-Ensures correct procedures are implemented to protect company assets and monitors that they are fully utilised. 
-Prepares timely, accurate and regular Department related reports and KPI’s and notes variances from the operational plans and implements corrective measures. 
-Assumes the responsibilities of the Oil Movement East, Oil Movement West and Jetty Section Heads in their absence from the site.

Modification of Plant and Equipment:
-In consultation with the respective Section Heads, studies and evaluates proposals for plant modification or improvements, including the preparation of appropriate recommendations, and comments on workability at the implementation stage.
-Supervises HAZOP and HAZAN studies and ensures the implementation of subsequent modifications and their workability.
-Conducts risk assessments, obtaining expert advice from concerned departments and coordinating with the HSEF Department. Ensures the implementation of the risk assessment outcomes.
Health Safety Environment and Fire Procedures:
-Ensures staff comply with all Health, Safety, Environment and Fire Management System standards, procedures and requirements.
-Participates in routine health and safety auditing.
-Ensures operations conform to Takreer sustainability policies.
-Assumes assigned role in the Incident Management Team and Crisis Management Team as per the Facility Response Plan.

Offsites Department Budget:
-Participates in the preparation of the Department Capital and Operating budgets taking into account the company’s long term requirements. 
-Monitors actual expenditure to ensure it is within approved budget limits and reports variances to the Offsites Department Manager.
-Provides technical and financial input for investment proposals.
-Prepares analysis of operating costs and related information.

Material Stock Management:
-Ensures Offsites Department assets are treated appropriately and safely.
-Reviews regular reports on Offsites Department material/chemical use and stock and collects required data and information for equipment condition monitoring.

Maintenance and Shut Down:
-Participates in all aspects of the Offsites Department maintenance planning and implementation, including the review of equipment shut down and turn-around programmes in conjunction with production planning and maintenance personnel. 
-Reviews start-up, shutdown, emergency and other operating procedures and standing instructions for the Department and updates them according to international best practice and company policies and guidelines.
 -Plans and ensures testing of critical and emergency shutdown systems and keeps accurate records of problems.
-Reviews shutdown reports and equipment conditions with Unit Section Heads.

Replenishment of Chemicals:
-Monitors the integrity of materials flowing through the plant systems and the economic use of catalysts, processing chemicals, additives and other consumables used in processing operations and ensures replenishment of such materials regularly, in coordination with concerned Section Heads.
-Ensures there is optimum consumption of chemicals and utilities within the Department.

Staff Development:
-Assists in mentoring, training and guiding Offsites Department staff.
-Advises the Offsites Department staff on the identification of opportunities for continuous improvement in operations productivity and profitability.                                           

Miscellaneous:
Performs other similar or related activities as assigned. 

JOB MINIMUM REQUIREMENTS
Education:
B.Sc. in Chemical Engineering or equivalent.

Work Experience:
Minimum 9 years’ experience in refinery / gas processing plant operations of which 4 years should have been at senior engineer level.

Skills:
-High level of relevant technical knowledge and application.
-Management and planning skills.
-Excellent communication and interpersonal skills.
-Data analysis and report writing skills.
-Full knowledge of DCS.
-Must have good computer skills- MS Office, MAXIMO.
-Attention to detail.
-Quick and sound decision making and judgement. 
-Very good oral and written English. Arabic language is preferable.
