OPERATION ENGINEERING DEPARTMENT
Primary Purpose of the Job
-Responsible for producing, reviewing and implementing the department's and QP's objectives and strategies towards the collection of revenue accruing to QP for QP's services rendered to third parties and QP staffs.
-Administers and controls all aspects of revenue collection to ensure strict compliance to the laid down procedures and policies.
-Verify Q-Tel billing to Q-Tel services namely QCV, Telephone, GSM, FAX, Bleeps, and Tetra, Private wire etc.
-To liaise with Q•Tel for yearly license fee for their Instruments and the leasing of radio frequencies/ channels etc. Liaison with legal, as, Finance and other Departments on procedural, contractual and legal matters and their application to the Corporation's Procedures and Regulations.
-The post holder will also be responsible to provide management information and support services covering Business Plans and future projects and plans and acts as a single source reference for all revenue I tariff problem solving.
Principal Accountabilities
-Supervises the activities of assigned personnel in the section. Performs supervisory duties and exercises financial. contractual and administrative authority at the level established by management for the position.
-Reviews overall working methods and standards with a view to improving these where necessary.
-To provide first line expertise in the development or proposals for modifications or additions to the existing system, estimating cost and detailed scheduling of the work at the approach proposal (AP) stage. Ensures that assigned work is completed within budget and in a safe, timely and efficient manner.
-Gathers, researches, and analyses data and information relevant to any procedure change request. Verifies the validity and the feasibility of the change request.
-Prepares recommendations with estimated costs and appropriate technical back up for either implementation or rejection. Prepares independent commercial evaluation and recommendations.
-Uses PC to prepare routine management reports relating to tariff/revenue/finance.
-Review tariff / cost in continuous basis and advise management for action.
-Undertakes to attend any special studies, assignments as necessary to assist Section Head / Division Head / Department Head.
-To define the functions/parameters required in determining the fixed and variable components of the total cost & to work out cost for production of water, electricity, and providing other services.
-To advise on tariff to be charged from various consumers based on cost with suitable mark-up.
-To work out the procedures for sale, billing & free issue of water / electricity / Telecom services to all consumers. Creation of all documentation needed and associated with efficient revenue collection.
-To prepare and update master list of consumers including those who are issued water and electricity free of charge.
-To take reading from meters installed in the Dukhan Township and Industrial Area for QP's contractors and advice Finance Department for issue of bill I invoices on monthly basis.
-To take reading from meters installed in the Dukhan Area for Govt. Bodies and other Non-QP consumers, deduct the same from the total power imported from MEW (the mother reading) and advise MEW for issue of bill , invoices on monthly basis.
-To study, update and advise on types of tariff meters to be installed for various consumers.
-Carry out regular proving/calibration of all the Tariff Meters and maintain their records.
-Carry out regular reconciliation of all the sale transactions for water and electricity with Finance.
-To act as leave relief for Lead Planning Engineer as and when required.
-Performs as duty officer as per standby roasters.
Knowledge, Skills & Experience
-Bachelor's degree in Business Administration or a degree in Engineering discipline.
-A high degree of proficiency in the English and Arabic languages, both written and spoken is required.
-Minimum 10 years practical experience in the water / electricity / telecommunications or associated utility industries including a minimum of 5 years of Sr. Supervisory experience covering management and administration.
-Devises work methods according to general directives in accordance with established policies and professional standards. As a specialist direct supervision is limited to priorities and policy matters.
