Job Description:
OFFICE TIMING: 10.00 AM TO 5.00 PM (MON TO SAT)
REFINING MAINTENANCE DEPARTMENT
PRIMARY PURPOSE OF THE JOB
Carries out the skilled jobs under the instructions of Senior Instrument Engineer, Supervises, directs, co-ordinates and participates in the activities of subordinate technicians in the installation, maintenance (routine and preventive), calibration, repair and troubleshooting of a variety of electrical, electronic, pneumatic instruments and control systems including specialist work on different types of Compressors, Anti-surge Control (CCC), Air Blower, and other instruments in Refinery 1, 2, 3, FCC Plant, Sulfur Recovery Plant, Utilities (Boilers, Air Compressors, Nitrogen Plants, Air Dryers, Waste Water Treatment Plant, Cooling Towers, Dealklyzer Package, Gas and Diesel Emergency Generators and Power Generation, LPG Plant, etc.), Offsite (Tank Farm, Metering Systems, Tankgauging system, Sphere Launcher, Doha Depot and Berth No. 6) and Workshop. Carries out more complex, skilled or diverse work, and performs various administrative duties for the Plant. Work is carried out on Site or in the instrument workshop.
SUMMARY OF MAJOR DUTIES AND RESPONSIBILITIES
-Receives incoming work requests for repairs, installation or modification work on types of instrument equipment or systems either via Teroman system, Engineer or operations work request, determines priorities in consultation with Senior Engineer and if necessary originator, establishes time estimates and requirements for the job and spare parts, allocates work to technicians and arranges, the availability of spare parts, tools and support services such as transport. Provides detailed or other appropriate instructions to technicians on methods of working to be employed and test requirements, and, as required, visits sites to check and inspect work performed.
-Participates in the work of subordinate technicians as necessary to ensure that priorities are attended to and urgent work is promptly completed, or to assist in complex fault-finding. Includes carrying out installation, modification and fault-finding work on all types of pneumatic, electrical and electronic Instruments in remote sites and workshop. Carries out such work independently, in conjunction with subordinate technicians, or by providing them with an appropriate detailed technical instructions and guidelines.
-Prepares, process and maintains files for a variety of documents relating to instruction work in assigned area. Includes completing or checking various administrative forms such as Materials Issue/Return and Transfer Vouchers (MIV/RTVs) and time sheets, and passing to supervisors for authorisation, keeping workshop log of activities and preparing daily reports for supervisor listing installation, modification and repair work requested, specific action taken, any points of significance, and details of time spent and overtime worked. Implements and reports progress on preventative maintenance work, including the maintenance of Calibration Sheets, testing and inspection data, and equipment histories of work performed on all instrumentation in assigned area by tag number.
-Maintains technical records for the unit, including the maintenance of a small library of technical data such as manufacturers' manuals, equipment specifications, loop sheets and technical drawings and diagrams. Maintains detailed records of individual instrumentation and loops and ensures that these are updated to show actual loop configuration and design, and all instruments installed and related interconnections, when minor modifications are carried out as a result of routine repair work or on the basis of sketches drawn by supervisor.
-Participates in project and contract work including the installation, modification, repair and maintenance of instrumentation and systems on shutdowns, and special project work. Assists supervisor in the design of minor modifications, reviews and examines manufacturer's manuals, data and diagrams to become familiar with system operations and technical specifications and maintenance of equipment, co-ordinates and directs all shutdown and project work, and tests and inspects completed work carried out by contractors.
-Directs and organises workshop activities to ensure that materials and spare parts are stored and used in a cost effective manner, that test gear and equipment is kept in good condition, properly calibrated and regularly serviced and that all repair work is carried out to the required standards, Ensures that sufficient standard instrumentation equipment is immediately made available to replace faulty pneumatic and electrical indicators, records, controllers and transmitters at any time. Arranges for the removal of parts from defective equipment due for scrap and to minimize return of equipment to manufacturers to a minimum and cover the repair of several separate defects each time.
-Obtain necessary clearance for ESD by-pass and work permits from operations to carry out the job reported and coordinate with other departments such as technical department, Laboratory and safety departments. Should be familiar with all type of work permit system in the refinery Environment to carry out the work as per the procedure and safety rules. Observes all safety and fire regulation and maintain work site neat and clean condition at all time.
-Undertakes the job of preparing the Shutdown Materials Requisitions (OSR’s) under the guidance of the Instrument Engineer and plans , executes all the shutdown activities as directed by the Senior Instrument Engineer.
-Carries out other similar or related duties such as assisting the Senior Engineer in diagnosing, locating and clearing fault on sophisticated electronic instrumentation equipment and systems; serving on stand-by duty to attend to urgent instrument problems outside working hours; and ensuring observance by subordinate technicians of fire and safety precautions and good housekeeping practices.
EDUCATION:
Completion of Secondary (12 years) education, followed by 2 years formal full time training in Instrumentation, Control Engineering or similar, to Ordinary National Diploma level or equivalent, plus relevant short courses in safety and specific manufacturer's systems and maintenance procedures.
KNOWLEDGE, SKILLS & EXPERIENCE:
8 years experience as Instrument Technician in oil Refinery or petrochemical industry in the installation, maintenance, repair and overhaul of a wide variety of pneumatic, electrical and electronic instrumentation and Control/Plant Safety Systems.
