A leading Construction Company involved in Scaffolding works for their Refinery / Petrochemical / Oil & Gas / Maintenance works in Saudi Arabia.
Job Description:
OFFICE TIMING: 10.00 AM TO 5.00 PM (MON TO SAT)

Qualifications and Experience:
Qualification:
Graduate of an Engineering, Construction Management, Building Science or any Construction or Quality related degree.

Work Experience:
Minimum of 10 years’ experience, 5 years of which is in managerial capacity in Corporate QA/QC, preferably in construction and plant maintenance industry.

Competencies and Attributes Requirement
-In-depth knowledge and understanding of technical quality/engineering standards, codes, QMS/QA/QC methods, concepts, principles and best practices in the construction and plant maintenance setting (e.g. ASME, IEC, COPQ, etc.)
-In-depth knowledge in formulating and managing implementation of Project Quality Plan (PQP) and Inspection and Test Plan (ITP)
-Has knowledge and understanding on QMS, EMS, and Safety standards and practices based on the requirements of ISO 9001, ISO 14001 and OHSAS 18001 
-Practical knowledge in the application of risk management, business process improvement and problem solving tools and techniques.
-Strong analytical, decision-making and leadership skills

Position Summary:
The Corporate QA/QC Manager leads the Quality Assurance and Control activities in SENDAN. He shall be responsible for developing implementing and ensuring conformity with the Quality Assurance (QA) and Quality Control (QC) program. The incumbent is also responsible for establishing and implementing the Project Quality Management System in line with Sendan corporate QHSE standards. In addition, the Corporate QA/QC Manager will review and report on the Contractor’s QA/QC process and results.

Duties & Responsibilities:
Strategic Responsibility
-Participates in the development of strategic plan that supports the overall corporate strategy.
-Drives and champions the development of a strong culture on QA/QC and promotes continual improvement.

Overall Managerial Responsibilities
-Formulates and implements the department’s Operational Plan and prepare strategies/initiatives associated to QA/QC, develops KPIs that will be used to demonstrate the effectiveness of their strategies in meeting their set goals, objectives, and targets, and ensures consistency in reporting to the management.
-Develops, implements, and evaluates QA/QC-related systems, processes, practices, standards, procedures, methods statements, forms and templates consistent with SENDAN policies and/or client contractual requirements, and statutory and legal obligations.
-Ensures that all existing/ongoing project activities apply a common system, standard and shared practices in QA/QC and all field inspection and testing teams are properly oriented on these system, standards and practices to ensure conformity with all necessary requirements and documentations (including tests and inspections).
-Establishes and implements effective mechanism of measuring and monitoring the performance of the department including the Site Quality activities based on Companies Management system and Project requirements.
-Supervises the performance of department and then assigned staff by setting individual work goals and by regularly monitoring, measuring, and reviewing these goals against actual results.
-Formulates and monitors the implementation of the department budget including actions to reduce cost of poor quality.
-Develops the potential of the QA/QC team through formal and informal programs on coaching, mentoring and training. Works in partnership with the Learning and Professional Development Department to identify training requirements for current and future work and develop the Project Quality Training Plan, ensuring the implementation of the plan and training records are maintained.

Functional Responsibilities
-Review, approve, and monitor the implementation of all Project Quality Plans (PQPs), Inspection and Test Plans (ITPs) including Inspection Report Forms for use by field QC inspectors, and Project Specifications/Contractor Quality Control expectations (to ensure that all contractor Quality Control requirements are incorporated into the specifications), in coordination with Project QA/QC Managers and continually improve it.
-Report the performance status of Project Quality activities, Project Quality Inspection program & schedule, and relevant QA/QC issues to Division Director.
-Represent the Project during audits conducted by client, management or regulatory agencies and document and capture all audits and other quality assurance activities ensuring that any issues (e.g. customer complaints and nonconformities, etc.) that will arise are properly tracked, investigated, coordinated and communicated to all concerns, and will be closed out in a timely manner.
-Review, analyze, and evaluate statistical data to identify areas for improvement and ensures that SENDAN’s system for control of nonconformities and corrective and preventive actions are implemented whenever necessary.
-Ensures that the materials/items received by SENDAN (both from client or supplier) are inspected by QA/QC prior to issuance and use to project site; all monitoring and measuring test/inspection tools and equipment used in SENDAN are calibrated and in good condition prior to use.

Risk Management Responsibilities
-Identifies and assesses the various risks affecting the implementation of QHSE policy, objectives, and programs including all identified internal and external issues as well as the requirements of relevant interested parties to Sendan QA/QC’s scope of operational influence and control.
-Develops and manages the corporate QA/QC risk management plan/strategy that includes actions on how to:
-Address the identified risks,
-Champions the establishment of effective controls and countermeasures to manage identified risks,
-Integrate the implementation of actions into its QA/QC systems and processes,
-Evaluate the effectiveness of these actions.
-Provides Management with regular reports on the status of the identified risks and opportunities.

QHSE Responsibilities
-Promotes and advocates the effective implementation of the Integrated Management System in his area of scope and influence covering the requirements of ISO 9001 (Quality Management System), ISO 14001 (Environmental Management System), and OHSAS 18001 (Occupational Health and Safety Management System), ensuring that interested parties requirements (e.g. Clients, Management, Statutory and Regulatory Agencies, etc.) are met and QHSE policy, objectives, plans and procedures are implemented effectively and are suitable for the purpose and use for which they are intended.
-Ensure that roles, responsibilities, accountabilities and authorities for the relevant roles for QHSE management system are assigned and communicated to staffs.
-Determine and ensure resources be made available as needed for the establishment, implementation, maintenance, and continual improvement of the QHSE Management System of QA/QC Team both in office and at site.
