Job Description:
ASIAPOWER OFFICE TIMING: 10.00 AM TO 6.30 PM (MONDAY TO SATURDAY)

Qualifications, Experience, Knowledge & Skills:
Minimum Qualification:
B.Sc. or 3 years Diploma in business/administration or equivalent

Minimum Experience & Knowledge & Skills:
-6 years’ experience in supervising contractor’s management in a petrochemical plant. 
-Good working knowledge on post award contract administration, Budget preparation, costing, contractual correspondence, interpersonal skill in multi-cultural environment, communication & time management with end-user
-Good knowledge of English, written & spoken
-Good knowledge of computer skills (MS Office tools) and SAP

-Sound commercial judgement to provide viable solution to generate potential cost saving to the Company

Task & Duties: 
-Managing Contractor Social Responsibility - Grievance Procedure, Policies and Systems inline Borouge Workers Protection Standard. 
-Managing Employees Grievances in line with Borouge' s Employees Grievance Procedure. 
-Coordinate with Contractors/Vendors/Consultants for all submissions. 
-Manage the data retrieval and monthly report on from finger scanning machine data base. 
-Issuance of SAP D Nos. to Contractors for Finger scanning machine/time keeping in SAP. 
-Prepares Site Instruction for additional Material and Services. 
-Deal with IIR&A for issuance of Letter of Assistance and Visas for Contractors! Vendors! Consultants. 
-Maintain Contract register for the maintenance function ongoing contracts. 
-Perform Audit involving HSE officers on all of Contractors' Camp and Site Facilities. 
-Review and endorsement of Contractors invoices to ensure claims are made as per the terms and conditions mentioned in the contract/service order. 
-Tracking the status of all CRs, Contractor's KPI & monthly report. 
-Administer and control the site contracting manpower management software in SharePoint. 
-Provide support to internal audit findings as required. 
-Supervision of Contractors manpower interview, mobilization, and distribution of manpower to end user as per the organizational requirement. 
-To monitor contractor's performance are in accordance with the contract's scope of work, including evaluating and endorsing contractor's agreed KPI. 
-Supervision of daily administrative activities of maintenance Contractors working for Plant Availability. 
-Develops and coordinates the contractors' manpower allocation plan to ensure distribution supports maintenance workload and contractor personnel are added and released in an orderly manner. 
-Review of contracts and invoices, ensure claims are made in compliance with the Contract and that all supporting documents are provided per the invoicing checklist for validation and approval of payment. 
-To review Contract and provide feedback to ensure appropriate clause provisions is included in the general, special, and pricing conditions of the Standard Contract Forms. 
-To control the usage of Contracts "Provisional Sum" against any Site Instruction issued to Contractors. 
-To attend interface meeting in different location inside & outside the plant. 
-To provide interface support on Borouge end user's department representative and contractor site coordinator/head office representative. 
-Prepares feedback for yearly evaluation of Contractor of the Year Award, based on feedback from To supervise and coordinate implementation of the contracting strategy. 
-Anticipate in regular audit of contractor's camp and site facilities, HSE record & other documentation in coordination with the HSE Dept. 
-Arrange for kick-off meetings with successful contractors, complete site orientation & HSE induction for contractor's personnel and establish communication protocols.
-Monitor contractor's performance are in accordance with the contract's scope of work, including evaluating and endorsing contractor's agreed KPI.
-Communicate regularly with Contractor Representative on various HR and contract execution performance related issues and provide work direction, reviews, guidance, and coaching
-Attend meeting with prospective new contractors/vendors (OEM) to look into future improvement on the existing outsourced services.
