Financing/Funding:
OFS is responsible for financing/funding for Operating Companies:
-Develops financing strategy and optimal capital structure for SABIC’s individual entities;
-Leads and manages all Opco financing activities worldwide including (bonds, commercial debt, sukuks, commercial paper, project financing, leasing, intercompany loans and capital contributions as appropriate);
-Ensures short & long-term funding availability for SABIC entities;
In addition, provides Decision Support:
-Conducts financial due diligence on new opportunity capture (including M&A and major capital projects), reviews material contracts and venture structures and advises on financial risk/exposure including contractual undertakings, FX, commodity pricing, and proposes mitigations.
-Responsible for preparing all bank agreements for Treasury, working closely with the appropriate team (e.g. Cash Management). OFS serves as the primary point of contact for SBUs, BUs, Opcos, and Affiliates on funding, new business and when uncertain on appropriate Treasury group, deferring to other Treasury groups as appropriate
Key Accountabilities
-Ensure all long term funding requirements for the operating companies and affiliates are met; monitor liquidity positions and anticipate needs
-Identify appropriate funding sources and lead efforts to arrange and implement financing decisions
-Assists the Sr. manager OFS / Sr. specialist OFS in providing input to the COFs manager related to annual business plan or other specific goals
-Interacts and works closely with Global Cash Management regarding necessary actions for working capital management (non-operational) with a strong emphasis on excess cash remittance from Opcos/Affiliates to parent.
-Interact as needed with regional Tax, Legal, Accounting and others as needed to identify to review cash balances and distribution actions
-Periodically review any regional foreign exchange and interest rate exposures and implement arrangements to address material ones
advise and seek approval from senior management as appropriate
-Assist other Treasury groups in the development of agreements with Financial Institutions
-Proactively provide assessment and advice on financial risks and mitigations
-Activities covered should include (by way of example): project and/or affiliate governance documents, EPC contracts, major purchase or sales contracts for commodities, especially if unconditional payment obligations exist
-Produces and/ or supports the creation of communication material to be used by Sr Manager OFS/ Sr Specialist in their communication with Senior Management
-Implements the standard processes, policies and procedures related to Global financing applicable in their regions, as indicated by the Sr Management COFS
-Provides input for the development of COFS policies & procedures, especially if local specifics need to be considered.
-Proactively participate on efforts to capture new business opportunities, including M & A, major projects and expansions of existing business
-Assist SBUs, BUs and Operating Companies as needed in communications with Senior Management
-Visible and active mentoring of junior staff (Senior Specialists only)
-Conduct special projects as directed
Minimum Qualifications:
-Bachelor's degree: a relevant subject such as Economics, Accounting, Finance preferred
-Masters or equivalent degree in a relevant subject preferred
-Professional qualification such as Certified Treasurer, CPA or ACCA preferred
-Regular attendance at advanced courses in Treasury, financing and risk management
Minimum Experience:
Varies by grade level of personnel; refer to career ladder. General range: 7-9 years finance experience with 0-2 years in Treasury

Basic accounting knowledge and knowledge of Discounted Cash Flow (DCF) analysis techniques. Sensitivity analysis, probabilistic analysis. Interpretation and action on same.

Knowledge of financing concepts and techniques including project financing & Islamic financing

Ability to constructively and professionally participate in a negotiation and eventually lead one. Often a member of larger negotiating team (e.g. supporting an M&A opportunity).
