Job Description:
ASIAPOWER OFFICE TIMING: 10.00 AM TO 5.00 PM (MON TO SAT)

Job Purpose 
-Act as Subject Matter Expert for Process safety in Project engineering and services department.
-Develop/Check PDP and FEED deliverables for Process Safety Engineering discipline for Mega & Global Projects of SABIC Affiliates.
-Process Design including performing process simulations (i.e. depressurization calculatios, flare network analysis etc), design calculations, Process Optimization, sizing & selection of equipment. 
-Preparation of various engineering deliverables Drawings & Documents. 
-To participate in project safety reviews such as PHA/HAZOP, SIL, plot plan review etc.
-To review project safety delieverables prepared by third party/ engineering contractor such as QRA, HAZOP, plot plan review report etc.
-To provide support to Mega projects in preparing Invitation To Bid (ITB), bid reviews, Technical clarifications, and waivers/ clarifications realted to ITB/ SES.
-To plan & conduct process safety audits in mega projects.
-Lead periodic updating and implementation of EPM SHEM 02.00 and its sub-elements for application in mega projects to facilitate building of highly reliable, safe and cost effective industrial facilities.
-Develop & Monitor Process Safety KPIs and present to SMT on regular basis.
-To provide consultancy services in Process Safety engineering to Mega and Site Projects.

KEY ACOUNTABILITIES
Safety:
Assure that Process Safety requirements are met in all phases of Mega Project.10%

Standard:
-Local Regulations  – incorporation of local regulatory requirement into engineering documentation 
-Lead role in Review, update and development. of SES related to Process safety ("S" series) for application in mega projects and site projects to facilitate building of highly reliable, safe and cost effective industrial facilities. 
-Lead periodic updating and implementation of EPM SHEM 02.00 and its sub-elements for application in mega projects to facilitate building of highly reliable, safe and cost effective industrial facilities.
-Perform as Standard Committee leader of Process Safety Engineering standards. He will be responsible to develop, update and propagate SABIC Engineering Standards (SES) for application in mega projects and site projects to facilitate building of highly reliable, safe and cost effective industrial facilities. He will also be responsible to ensure timely processing of SES waiver and clarification requests from mega and site projects within the established time frame..
-Engineering Administration Manual (EAM) - Update of EAM (Process Safety part)
-Participate in Desktop EHSS review.
-ITB technical Part: Updating of ITB technical (Process Safety part) template.

Mega Projects:
PDP & FEED Development:
-To assist in reviewing project plan and allocated budget/manhours for acceptability .
-Establishing plans, budgets and results measurements; allocating resources; reviewing progress; making mid-course corrections.
-Ensuring planned engineering (process) progress with respect to the engineering deliverables, process engineering planning & scheduling, preparation of progress reports, manpower & resource forecasts, time schedules of engineers, utilization of resources effectively & efficiently.
-To approve all the engineering deliverables within the scope of his responsibility as per E&PM Technical Authority Schedule. Deliverables including but not limited to; EHSS plan, QRA, HAZIDS/HAZOPS reports, safety design philosophies, fire & gas detection/explosion mitigation systems, firewater system, consequence modelling, SIL, ALARP, layout.
-To ensure all work within his scope of responsibility is completed in accordance with the accepted project plan and within the manhour budget.
-Monitor day-to-day activities and manage performance measurements for area of responsibilities.
-Review all the engineering deliverables within the scope of his responsibility as per E&PM Technical Authority Schedule. Deliverables including but not limited to; EHSS plan, QRA, HAZIDS/HAZOPS reports, safety design philosophies, fire & gas detection/explosion mitigation systems, firewater system, consequence modelling, SIL, ALARP, layout.
-Approve Hazop action items for implementation in Mega and Site projets.
-Ensure all action items resulted from various process safety studies in projects are properly closed.
-Ensure the timely completion of all process safety studies in various project phases for areas of responsibility assigned to him.

Project Bidding & Consultancy Services:
-Lead preparation of the project specific technical section of Invitation To Bid (ITB) documents for larger mega projects.
-Technical bid clarification activities, face-to-face clarification meetings with bidders,  technical evaluation reports, bidder ratings and other bidding cycle activities upto the award of contract.
-Conduct investigation and engineering analysis of process safety issues faced during project execution and propose workable solutions.
-Participation in HAZOP/PHA, Plot Plan review and Model Review to ensure that these reviews are performed as per SES and EPM-SHEMS.
-Review of project safety delieverables prepared by third party/ engineering contractor such as QRA, HAZOP, plot plan review report etc.
-Ensure PHA studies are performed in site projects.
-Sharing of best practices across all E&PM functions.
-Review analyses of activities, costs, operations and forecast data to determine department/division progress toward stated goals and objectives.

Process Safety Audits:
-Conducting the Process Safety Audits of mega projects to ensure that SABIC standards, EPM-SHEMS, Saudi Regulations and project specifications and requirements are followed.
-Prepare the Audit recommendation reports and ensure timely & satisfactory closure of findings.
-Preparation of status report for action items.

SAFER
-Ensure SAFER tracking sheet are developed for projects and action items indentified during various Safety review are included.
-Ensure timely & satisfactorily closure of action items indentified during various Safety review.
-Preparation of status report for action items.

HCIS Related:
-Quality check review for all HCIS SAF packages during projects phases.
-Review of HCIS waiver documents and provide support to projects in resolving conflicts with 

HCIS requirements
EPM EHS Manual (SHEM-02)
-Updation and implementation of SS EHS Manual (SS SHEMs-02)  Standards for application in mega projects to facilitate building of highly reliable, safe and cost effective industrial facilities.
-Knowledge building and sharing of best practices and lessons learned among E&PM engineers and their incorporation in SS SHEMs-02.
-Support to principal process engineer to monitor Process Safety KPIs and present to SMT on regular basis.

Site Projects:
HCIS Related:
-Quality check review for all HCIS SAF packages during projects phases.
-Timely processing of HCIS package review 
-Review of quality of HCIS waiver documents

Waiver and Clarifications:
Evaluate waivers and clarifications of SES related to Process safety in timely manner. 5%

Continuous Improvement:
-On an ongoing basis, examine current processes/ systems to identify and implement improvements that will positively impact process safety and environment in SABIC projects.
-Effective participation of Department initiatives such as SES, SHEMS, EAM update…etc
-On an ongoing basis, examine current operational processes to identify and implement operational improvements that will positively impact upon process engineering considering safety, environmental and cost performance.
-Identify other external best practices, scrutinize if it is feasible before it can become a norm.

Contractor and vendor evaluation: 
-Evaluate contractor and vendor in timely manner.
-Be responsible for the development of staff working under his control.  Advise the Process Department Manager of deficiencies requiring training for correction.  Transfer his personal skills to subordinates.
-To take responsibility of mentor of any staff assigned to him. He shall be responsible to resolve any issues or to bring them to attention of his Lead Engineer or Process section Senior Manager where applicable
-Develop training, programs and communications that will move the organization into a more preventative mind set towards process safety.
-Interface with EHSS Global and governmental organizations to update latest development in Process safety Management system and Sabic Engineering standards.
-Will be the primary representative from EPM for any EHSS Global audits on SHEMS, Quality Assurance audits etc. He will also participate in Root Cause Analysis teams and problem solving activities within his scope of responsibility assigned to him by the section Senior Manager on a specific assignment, study or project. 

Minimum Qualifications:
-Bachelor or Master degree in Chemical Engineering.
-Chartered with an appropriate Institution

Minimum Experience:
-Minimum 15 years’ experience in petrochemical, fertilizer, refining, oil and gas industrial environment. Out of this, 10 years must be with recognized international FEED/EPC contractors in performing process safety engineering to build green and brown field facilities in the petrochemical, chemical and Fertilizer industry.
-Have got significant experience as a Process Safety engineer in petrochemical, chemical and Fertilizer industries during execution of complete cycle (basic engineering and detailed engineering) of green/ brown field projects
-Secondment experience

-Multi-‘lines of business’ experience
-Multi-project phases experience 
-Capable to handle total project(s)size 50.000 hrs

Job Specific Skills:
-Excellent knowledge of International Codes (API, NFPA etc), Regulations and practices for Industrial safety, health, environment (OSHA, COMAH) and Fire & Gas protection.
-Good knowledge of Plant Operation & Process safety.
-To Lead Process Hazard Analysis (HAZOP and other PHA methods)
-Excellent knowledge of Environmental control & waste management system, Fire Fighting protection systems.
-Good knowledge of software packages like SAFETI, PHAST, PHA Leader etc and dispersion study tools.
-Proficient with Quantitative Risk Analysis, LOPA
-Proficient to track the status of process safety review action items until closure.
-Familiar with Quality Management and Environmental Management Systems (QMS-ISO 9001) and (EMS-ISO 14001).
-Proficiency in Microsoft office suite.
-High capability and in-depth experience in handling engineering activities related to PDP & FEED development

Competencies:
-Proven technical competence in Process Safety and Risk Management 
-Demonstrable experience in the use of software packages, such as DNV PHAST, Asper Flare Network Analyzer.
-Experience in chairing or leading HAZOP/HAZID/SIL workshops for medium to large scale petrochemical, chemical plants.
-Strong interpersonal, leadership, planning, communication, analytical and problem solving skills.
-Good presentation skills.
-Knowledgeable on SABIC/International Codes, Standards, Industrial Practices and Regulations.
-Well acquainted with the needs of Industrial and Project environments.
-Able to take proper and quick decision.
