General Description:
Work as part of a site commissioning team for the Umm Al Houl Power (UHP) Independent Water and Power Plant multi-shaft combined-cycle power plant utilizing Siemens turbines and control systems. Must have the ability to self perform every aspect of the work including but not limited to Commissioning and maintaining of Chemical systems and chemistry with all aspects. On start-up, will perform sampling and parameter analysis to ensure safe and reliable operation of the unit and plant.
Responsibility includes troubleshooting, testing and correcting chemical system problems for all simple and combined cycle operating modes. Will interact with the Samsung commissioning team including OEM technical advisors, and client operations staff as necessary to ensure the successful implementation of the UHP facility.
System Owner Responsibilities:
Work shall include assignments as “System Owner”. The system owner shall read operation and maintenance manuals, engineering documents and drawings, and other information as necessary to safely and properly commission the assigned equipment and systems. The system owner is responsible for attending construction completion and other system walk-downs. The system owner is responsible for approving all work, included LOTO/PTW requirements, and overseeing the work carried out on the assigned systems.
Responsibilities:
-Perform OJT & Formal Training, Conducting tests according to local regulations, to those directly involved with chemical Handling.
-Perform Root Cause Analysis and maintain commissioning documents into CMS (commissioning management system) according to related procedures
-Develop lesson plans for Operator/Staff training classes
-Commissioning and Maintaining of Chemical systems such as Water/Waste Water Treatment Plants, Chemical Dosing System, Water Analysis System, Hypo-chloride Injection System, etc. and chemistry with all specs.
-Grab Sampling and online/offline comparison for steam analysis with these systems.
-Parameters Analysis for systems to verify these meet the Water & Steam quality.
-Safe Handling of chemicals such as HCL and Caustic and confirm safe loading-unloading and storage practices as per EPA and Safety Protocol.
-Commission and maintain chemical systems.
-Assure and confirm the Service water, Potable water, Demineralized Water and Steam Quality meets the standards.
-Commissioning of Equalization and Neutralization chemistry as per EPA Protocol for outfall or discharge.
-Perform demonstrations with the owner and owners engineer as required.
-Demonstrate and solve the pending issues with the chemistry system and draft the reports as reply for chemistry related queries from the owner and owner engineer.
-Well versed in Laboratory Equipment for handling and performing Grab sample Analysis for confirm various chemistries.
-Well versed in record keeping, chemical stock management, Bulk storage, tendering formalities, supplier negotiation, document verification etc. for safe commissioning.
-The system owner is the technical authority on the system and will review work packs from a technical point.
-The system owner will authorize and cancel the work request for assigned systems.
-The system owner will liaise and cooperate with the discipline system owners to ensure all isolation points are covered.
-The system owner will manage the punchlist related to the assigned systems. Ensure all of responsible commissioning activities are performed according to related Government regulations, UHP HSE procedures and manuals
-Assist in reviewing on Risk Assessment and Method Statement of all responsible commissioning activities according to the related Government regulations, UHP HSE procedures and manuals
Minimum Skills/Knowledge:
-Good understanding of combined-cycle power systems; boiler, turbine, pump, valve, functions and interrelationships
-Good understanding of combined-cycle instrumentation and control functions and interrelationships with all plant processes
-Computer literate with Microsoft and various software applications
-Extensive experience in Various Chemistry Systems in Power Industry
-Ability to review and understand OEM supplier drawings and information
-Good written and spoken English language skills
Education/Experience:
-Bachelor degree in engineering preferred or equivalent technical degree with additional related experience.
-Ten years experience in various Chemistry Systems in Power Industry
-Sound permit to work and lock-out tag-out training and experience
-Strong safety awareness and ability to provide training for handling of chemicals, and knowledge of EPA and international safety protocols
