JOB PURPOSE
The role holder is responsible to ensure effective maintenance of Supervisory Control and Data Acquisition (SCADA) field instruments, by performing activities related to preventive, planned and emergency maintenance of SCADA field equipment. The role holder is also responsible to improve and maintain SCADA field instruments of desalination plants and reservoir stations, by undertaking activities including standardizing, reviewing incoming data, and updating the database, on a regular basis, in order to ensure accurate and quality SCADA information is provided to relevant departments.
KEY RESPONSIBILITIES
Core Responsibilities:
-Develops, integrates and implements SCADA field equipment (automation systems and field devices such as Primary & Secondary RTU components, WQEs, Pressure Transmitters, FDUs, PLCs , battery chargers) maintenance plans, in order to improve productivity, maximize organizational effectiveness and ensure consistency with Kahramaa’s goals and objectives
-Schedules and implements planned preventive and emergency maintenance activities of SCADA field equipment
-Ensures smooth operations of Water National Control Centre (WNCC) by continuously monitoring SCADA database of reservoir and pumping stations, primary water mains from water producers and water main pipelines, and report to relevant departments, in case of any issues
-Identifies bottlenecks in the operations of water networks including main line breakages, pumping outages, and informs concerned engineers and ensures timely resolutions of the issues
-Coordinates with the Reservoir Shift Pump Operators and Control Room staff of desalination plants, in matters related to changes in the system of operation
-Assists Head of Water Control in the development of disaster recovery plans related to Water National Control Center, in order to provide effective SCADA services to the business
-Improves and maintains SCADA field equipment and relevant data models including standardizing, checking and updating the database to increase its reliability and limit abnormalities
-Liaises with relevant departments and reviews existing or incoming data from desalination plants and reservoir stations, in order to ensure accurate, useful, quality, or complete information is documented
-Assists in the preparation of annual budgets and SCADA equipment requirements, and forwards it to Head of Water Control, for his review and approval
-Prepares periodic technical reports relevant to SCADA field equipment related to reservoir stock, production, forwarding, distribution figures, average timing, plant status, in a timely manner, as applicable to the role
-Coordinates with other departments to interface field instrument signals to NWCC etc.
-Prepares spare parts list and consumables for the maintenance of initiating the purchase process for the tools, spares & consumables and evaluates the received quotations for technical acceptability
-Follows up the procurement procedures for the tools and spare parts
-Specifies the mini/max for the spare parts
-Improves the automation operating systems and upgrading any required systems
-Coordinates with other departments, contractors and consultants for the forthcoming projects and ensure the timely completion of the work schedule
-Distributes the work assignments to the staff and contractors
-Ensures implementation of safety regulation and report injuries
-Follows up contractor’s work progress, the testing and commissioning of new equipment’s installations
-Determines the technical specifications for tendering and prepare tender documents
-Enhances department and organization reputation by accepting ownership for accomplishing new and different requests, exploring opportunities to add value to job accomplishments
-Works in cooperation with Quality Assurance and Continual Improvement department on securing and maintaining the ISO 9002 certifications.
-Carries out and ensures the compliance of all activities within the Water Control Section are in-line with Kahramaa health and safety regulations.
People Management responsibilities:
-Defines goals and key performance indicators for each member of the team
-Develops talent within the team by providing guidance and support to achieve the targets
-Ensures objective periodic administration of the performance appraisal process, complemented by ongoing coaching and training
-Follows HR policies and procedures for all people management aspects
Contributes to the development of Qatarization trainee programs and support the implementation of the same
Educational and Technical Qualifications/ Certifications:
Bachelor's degree or equivalent in Electronic / Electrical / Telecommunication Engineering discipline, post-graduate degree preferred
Years and Nature of Experience:
More than 10 years of relevant experience in a similar industry of which minimum 4 years of supervisory experience preferably in the areas of Water Control Centre, SCADA, and in the operations of primary mains, reservoir, pumping stations
