Job Description:
Purpose Of The Job: Directs and supervises the activities of workshop, heavy equipment and civil maintenance services in the plant and maintenance and repair of a wide range of heavy mobile and fixed equipment and vehicles and the fabrication of special tools and spare parts that are urgently required or not available in order to support maintenance activities of the complex Refinery, Power plant, Desalinated units and other facilities at RRD. MAIN DUTIES AND RESPONSIBILITIES Supervision -Directs and supervises the activities of assigned workshop and crafts supervisors. Performs supervisory functions at the level established by Management for the position. -Directs the installation, repair and maintenance of all, steel structure, foundation supports, drainage systems, pipe work systems, painting and various civil work activities in the plant and minor repairs of building and roads. Ensures conformity to specifications of contracted out works. Work Planning and Execution -Receives workshop related work orders from RAS and Refinery planning teams. Discusses with initiators for priority, determines the extent of work and provides technical advice to various specialized craft groups. -Assigns work with appropriate instructions to subordinate personnel and arranges for inspection and certification by the technical services department. -Ensures all workshop related work orders are entered with resources utilized detail and are completed on the system. Quality Control. -Directs repair refurbishment of equipment and valve parts for using a variety of machinery equipment including lathes, milling, boring, drilling, lapping and balancing machines and a wide range of precision measuring instruments to achieve acceptable standards for workmanship. -Controls the workshop fabrication of special tools and spare parts that are not available. -Includes allocating work, checking tolerances, accepting completed work and passing to the requesting department. -Inspects competed work for conformity to craft standards, operational requirements, and safety standards. Cooperates with other maintenance and production personnel over multi-discipline work and the installation and testing of fabricated parts. Projects & Modification -Directs the maintenance, repair and routine modification of various items of Plant and workshop equipment. Includes lubrication, general preventive maintenance and specific repair of faulty equipment. Evaluates equipment used in the workshop, suggests alternatives or additional machinery or tools and provides cost estimates as part of recommendations. -Participates, as a member of a team, in any project and activity requiring workshop assistance such as the construction or fabrication of new steel or concrete structures, offices or roads required in the plant. Includes preparing detailed requirements for materials, labour and support services, reviewing and evaluating bid submissions where contractors are involved and providing overall supervision of related work activities. Materials control & Budget -Follows up on the receipt, storage and consumption of various consumable supplies in the workshop. Inspects items to be purchased prior to acceptance of tender and carries out technical evaluation of materials ordered and received. -Assists Mechanical Section Head in the preparation of capital and operating budget for the unit by identifying specific items to be included in budget. Heavy Lifting Equipment & Vehicles -Directs the routine maintenance, servicing and repair of vehicles and heavy lifting equipment according to preventive maintenance schedules. Includes maintenance of various small automobiles, buses, fire trucks, ambulances and diesel engines. -Prepares schedules, inspects vehicles, diagnoses fault and approves the replacement of faulty parts within guidelines of written procedures. Civil Maintenance and scaffolding services Ensures that minor civil maintenance jobs are carried out as planned in RRD and provides scaffolding service for Refinery, RAS maintenance teams and also to all other jobs requiring erection of scaffolding. Training Assists in preparing training programmes for workshop staff and National employees undergoing on-the-job training by identifying specific training needs. Provides essential training and guidance to trainees, developees and other subordinates with a clear objective of career development. HSE Ensures observance of all safety and fire rules and regulations by personnel working in the workshop ensuring the correct and safe use of workshop equipment. Conducts weekly and monthly safety talks for his personnel. TYPICAL EXPERIENCE/KNOWLEDGE REQUIRED FOR THE JOB -B.Sc. in Mechanical Engineering -9 Years experience in diverse metal crafts including machine tooling, bench fitting and the fabrication welding and repair, with some experience of vehicle maintenance and civil business, preferably within a Refinery or Petrochemical plant of which 4 years should have been in a senior supervisory position. -Good knowledge of English with technical report writing skills.
