Job Description:
ASIAPOWER OFFICE TIMING: 10.00 AM TO 5.00 PM (MON TO SAT)

Objective
To provide Contract Management “quantity surveying services” as per the scope of work of contracts.

Key Accountabilities
-Responsible for overall Quantity Surveying services of the Contracts and SAP input regarding claims/ invoices/quotations/ submissions.
-Prepare monthly valuations and final accounts against contract terms and conditions including site visits to carry out measurements.
-Establishment of star rates, providing commercial/contractual site info in his preparation of Variations to Contract and evaluating price escalations of materials.
-Prepare work sheet analysis and segregate category of work involved in the project proposal. 
-Evaluate quotations obtained from different suppliers & subcontractors, ensure quantities and specifications are in line with tender and projects specifications. 
-Preparation & Submission of Bill of Quantities (BOQ) - from drawings and specifications and submit a consolidated Bill of Quantity in the format required by the client. Maintains records and tracks Bill of Quantities and other measurements according to the approved technical drawings. 
-Work very close with the project team to ensure that measurements, variations and contractual matters are properly recorded and notified. 
-Check, verify and maintain records of built/ site measurements and quantifications for further approval. 
-Maintain accurate records to help resolve contractual conflicts and disputed claims with Clients/subcontractors. 
-Support and contribute to the tender and proposal process as required
-Assist in preparing cost estimate for different phases of the project, advise the project management on possible cost over runs and on the action necessary to remain within the approved project budget. 
-Perform material take offs prior to the purchase requisitions for the projects and report any irregularities or discrepancies to the project management. 
-Initiate contractual correspondence and attend meetings as required by the contract manager and project team to ensure that company’s interests are protected always. 
-Perform and implement all post contract duties including but not limited to measurements, preparation of variations orders, analysis of site design changes, interim valuation certificates, final accounts and evaluation reports. 
-Maintain proper records of agreed measurement-oriented/Item rate variation with the client’s authorized representative and ensure compliance with such rates. 
-Examine, control and evaluate sub-contractors invoices and ensure the contractual obligations are satisfied and advice the project management on payments of the same. 
-Assist in collaboration with the Project Cost Control & Planning Engineer in collecting the data to prepare financial reports and cash flow forecasts and financial and contractual matters related to work on site. 
-Inputting payments in Clients Sap system, that includes creating service entries and technical release.
-Liaising and providing commercial/contractual awareness to other disciplines (Engineering and Construction) when required.
-Ensure that dealings with sub-contractors and vendors during the engagement and subsequent relationship are fair, transparent and in accordance with business principles.
-Ensure fair and equitable dealings especially with Omani Local Community Contractors.
-Claims on extra works & issuance of invoice and follows-up for payments.
-To submit claims as per contractual terms/ requirements. 
-Shall actively participate in encouraging, training, developing younger Omani personnel to take up Quantity Surveying roles.

Competencies/ Skills
-In-depth knowledge of all types of surveying methods frequently used in the construction of related projects.
-Sound knowledge on contractual terms & requirements
-Able to be a self-starter & take initiatives.
-Should possess high degree of personal integrity, high standard of business ethics.
-Sound commercial acumen, appreciation, judgement with adequate computer skills. (Minimum MS Office & SAP)
-Analytical, interpersonal, negotiation & communication skills 
-Ability to cope with stress, independent thinking, decisiveness and a strong focus on results.
-Documentation Skills. 
-Ability to deal various disputes in the running phase of Contract.

Qualification & Experience
-Degree/ Diploma in QS / Engineering 
-An Associate of the Royal Institution of Chartered Surveyors, Australian Institute of Quantity Surveyors or equivalent.  (preferred not mandatory). 
-Minimum 10 to 15 Years of experience (in design, civil, mechanical, electrical & instrumentation service contracts) with at least 5 years in an oil and gas industry.
