Qualifications / Knowledge / Skills / Experience
-Degree / HND in Mechanical Engineering, with relevant short courses plus relevant managerial and engineering based courses.
-Also shall be familiar with operating PC and its basic softwares.
-Good knowledge of spoken and written English
-At least 10 years practical experience in maintenance, overhaul and repair of process plant equipments & machineries associated with oil / gas / petrochemical industry. Experience in the use of computerized maintenance management programs / SAP is desirable.

Primary Purpose of the Job
Undertakes fiscal, safety and maintenance responsibilities for a maintenance section which is responsible for the maintenance, process plant modifications, shutdown and project engineering works covering GDS (Gas Distribution stations), cross country Pipelines in GDS area. Ensures that all activities under his responsibility are carried out in an effective and efficient manner in order to achieve production targets at optimum cost & ensuring plant safety. Ensures that all maintenance related activities are carried out timely manner, in line with QP safety procedures/regulations in compliance with the requirements of ISO : 9001:2000 quality management requirements/objectives with a view to attain optimum availability of process plant and machinery for operations. Exercises financial authority at the level established by the management, as per the QP manual of authorities.

Principal Accountabilities
-Direct the activities of assigned personnel in the section for the multidiscipline (electrical, mechanical & instrumentation) maintenance and engineering works on GDS stations, GDS Pipelines. 
-Undertakes managerial duties and exercises financial authority at the levels established by management for the position. Monitors work performance of subordinates by regular meetings and ensure that such work is done expeditiously and in a safe and economical manner. 
-Prepares plans and closely monitor implementation of Qatari development & training programs to achieve Qatarisation as per the corporation objectives.
-Overview and co-ordinates the inspection, preventive, corrective, predictive, routine and shutdown maintenance of all related equipments and pipelines in the relevant areas as specified above. Schedule workloads and set priorities including inspection of contractors work. 
-Prepare and co-ordinate divisional and departmental manpower accordingly.
-Reviews defect reports for all equipment within the operational area and initiates action as appropriate. Is conversant with computerized and manual maintenance work scheduling and planning systems such that the resources available to the section are utilized to their optimum. Closely monitors all engineering work for adherence to schedules and budgetary compliances.
-Advises operating departments on material selection and specification of equipment.
-Arbitrates technically between material department and operations. Monitor the work of establishing and standardizing material spares, equipment, and tools designated for use within the operational areas. 
-Reviews and approves requisitions and purchase orders for cost effective purchasing and advises on the appropriate economic material stock levels.
-Controls the preparations of scope of work and assessment of equipment prior to proposing write off. 
-Technically appraises tenders received for supply of material, and advises on purchase.
-Monitors all maintenance activities, continually assessing the quality and quantity of work being performed, and its compliance with QP Safety Procedures. Generates reviews and analyses maintenance records and prepares technical reports, as a record of work done.
-Formulates the short, medium and long term objectives, plans strategies, policies and organizational structure of the section. Monitors the activities related to the attainment of the said objectives. Review and monitor maintenance project work within the section, from its conceptual / detail design, review of drawings, material specifications/requisition, and ensuring adherence to the approved project time-table and budget.
-Is fully conversant with QP contract procedures and is responsible for all aspects of contract initiation, preparation and submission to contracts dept and for approval at all levels, including the Small Tenders Committee, Limited Tenders Committee and General Tenders Committee.
-Evaluates tenders technically and commercially and makes tender award recommendations.
-Following award of the contract administers the contract and liaises with Contract, Finance and Legal Departments in its execution.
-Gives technical guidance and advice to a multi-discipline maintenance group (Instrument / Electrical / Mechanical) regarding equipment design, operation and maintenance.
-Ensures that all work undertaken, complies with current international codes of practice and engineering standards. Reviews technical journals / literature and keeps working practices and methods in line with current ideas and technology. 
-Review the documents of the Design, Maintainability, HAZOP of all new GDS Major Projects by EDL and/or QP Associated Companies to ensure adherence to the best engineering standards and safe maintainability and advise for any modification.
-Implements QP’s Safety policy, Permit to work procedures (PTW) with regard to Corporation employees and contract personnel. Holds regular safety meetings within the section, and advises staff on safety relates queries which they may have. 
-Monitors & controls section procedure and safety standards are adhered to in performing the daily tasks.
-Directs, monitors and controls plan to ensure safety & environment objectives of the section are met.
-Participates in safety tours & facility inspection tours of the assigned area.
-Prepares the section’s annual budget for operating, non-routine operating, capital works, manpower, transport, service equipment and office furniture. Provides input to accrued costs on a monthly basis and monitors the monthly Finance Statement for compliance to the approved budget.
-Participate in Site Acceptance Tests, Walk-Down Review and Punch listing of newly constructed facilities to ensure the best of engineering work execution in projects construction. Review / Approve the newly constructed projects Maintenance Programs and related spare parts and advise for any further changes / requirements.
-This position holder is responsible for the cost effective and efficient maintenance of equipment and pipelines related to the TD facilities to ensure availability of resources and the timely, safe and efficient completion of maintenance tasks in accordance with production priorities. 
-Holds responsibility and is accountable for the cost effective and safe mechanical maintenance activities of high revenue earning oil exports & hydrocarbon / gas distribution to down stream industries.
