Qualifications / Knowledge / Skills / Experience
-Bachelor Degree in Electrical or Instrument Engineering or equivalent from recognized educational institute.
-Minimum 12 years post graduate experience in Design/consulting Field and operation/maintenance on electrical and instrument with at least 5 years in Loss Prevention System within the Oil & Gas /Petrochemical Industry.
-Recognized Safety Course (NEBOSH certificate or equivalent)
-Diploma in Safety Management or Risk Management
-Adequate Industry recognized HSE Training Auditor Training Certificates
-Possess a good knowledge of written and spoken English.
-Ability to perform field inspections, risk assessment and review/prepares proposals.
-Demonstrate a working knowledge of International process safety and loss prevention engineering and safety standards.
-Demonstrate a working knowledge of Quality Management principles and practices.
-Computer literate in mainstream Office products have had exposure to online management, document and maintenance systems including SAP.
Primary Purpose of the Job
To review, evaluate and oversee implementation of the Safety Management System in particular related to Loss Prevention and related safety activities and initiatives for Dukhan Operations and Technical Group departments on existing plants/facilities, facility modifications and new projects. Participates in design reviews of new facilities or upgrades; and consulting on fire prevention and safety issues, including risk assessments, investigating the root causes of incidents, and developing measures to avoid future losses.
Principal Accountabilities
-Provide safety advisory support services to gas/oil exploration, producing, processing and will involve in fire prevention engineering, design reviews, and construction activities to ensure compliance with company safety standards and requirements which includes:-
1. Loss Prevention engineering and design (Fire/Explosion mitigation, F&G Detection, Hazardous Area Classification etc)
2. Technical Safety engineering design which conforms to appropriate HSE & legislative requirements and external codes and standards
3. Operational support/construction and commissioning.
4. Review Technical Safety Engineering deliverables including HAZOP, HAZID, SIL, Scope of Works, and Technical Reports.
-Provide safety support to service departments like OED, FSD and assist them with implementing safety management system objectives and expectations.
-Assess the adequacy of Loss Prevention documentation and provide safety and loss prevention information and support, including interpretations of codes, standards and practices, to Operations and Technical Group departments on existing plants/facilities, facility modifications and new projects.
-Participate in safety reviews e.g. HAZID, HAZOP study, What-If analysis, Cause and Effects reviews, etc. to help resolve day to day operations related safety issues and helps determine safety and feasibility of facility modifications.
-Participate in routine and special risk assessment on the projects & facilities for operations.
-Participate in modification & expansion projects - design reviews, review proposed facility modifications (raised via Plant Change Request or Management of Change (MOC's), safety reviews and risk assessment workshops.
-Conduct inspections, sometimes as part of a team, of major hazard installations and other facilities in relation to Loss Prevention issues. Oversee contractors who facilitate risk assessment and hazard identification for the company.
-Conduct assessment for plant facilities on Loss Prevention System. Participate in Safety Audits dealing with company facilities, activities, procedures and client Management Systems to ensure compliance and encourage continuous improvement in company's business processes.
-Participate in and provide specialist Loss Prevention inputs during Incident investigations. Assist in analysis of investigation reports to identify systemic failure and provide engineering and procedural enhancements to prevent recurrence.
-Implement and review QP Safety Policies and Standards with regard to the QP Employees and Contractor Personnel.
